MINUTES <br />CITY COUNCIL <br />MARCH 13, 2002 <br />need to relocate the bus hub as required by our agreement with them. The <br />second phase would be First Bank Drive between Middle Street and Rice <br />Street. This would be dependent on the inclusion of the US Bank property into <br />the redevelopment program. The City Council indicated their approval of this <br />concept. <br />Discussion then focused on relocating the bus hub. Two options were <br />reviewed. One would allow them to continue on a temporary basis using the <br />excess parking lot property adjacent to Middle Street. The other option would <br />be to permanently relocate the hub as part of the Market Place Drive <br />improvements whereby a bay would be added for loading/unloading. Staff <br />will meet with Metro Transit and see what they desire. The owners of the <br />Market Place also indicated their support for maintaining the bus hub in this <br />area. They also indicated their willingness to donate the land for the new <br />storm water retention pond given the fact it predominately serves their <br />property. <br />Another topic reviewed was the potential vacation/elimination of Middle <br />Street between First Bank Drive and Market Place Drive. The City Engineer <br />explained the grade issues at the intersection of Middle Street and Market <br />Place Drive. To solve them with this year's project would necessitate <br />reconstructing a portion of Middle Street. Depending on what redevelopment <br />plans are pursued for this area, the need for Middle Street may not exist. The <br />Council was comfortable in continuing to evaluate this option, subject to the <br />needs of Sherman Associates if they are successful inputting together the <br />master plan for this area. <br />Mr. Hotzler asked what steps they would need to take to move forward with <br />the new drug store. The City Administrator explained they would need <br />subdivision, PUD, and architectural review approvals.
