MINUTES <br />CITY COUNCIL <br />JUNE 28, 2017 <br />Fischer stated that the Hot Dog with a Deputy event last night was very <br />successful, and the Sheriff's Department was very complimentary about <br />City Staff and the nice parks. <br />McGraw stated the pickleball demonstration events were great at Spooner <br />Park and people who attended seemed to enjoy themselves. <br />PUBLIC <br />Keis opened the public hearing to consider a Conditional Use Permit for a <br />HEARING- <br />car wash/auto detailing business at 2604 Rice Street. <br />CONDITIONAL <br />USE PERMIT FOR <br />The Associate Planner reported that Greg Deyo has applied for a <br />CAR WASH/AUTO <br />Conditional Use Permit to operate an auto detailing (car wash) business at <br />DETAILING <br />2604 Rice Street located in the Vr000m Auto Care building. She stated <br />BUSINESS AT 2604 <br />that this property is zoned B-4, Comprehensive District, which was <br />RICE STREET; <br />created to accommodate a mixture of retail and auto related uses, and <br />APPLICANT: <br />within this district, car washes are allowed by conditional use. The <br />GREGORY DEMO, <br />Associate Planner explained that the business will have two employees <br />ATTENTION TO <br />and the applicant anticipates they will clean eight to ten vehicles a day, <br />DETAIL <br />with no overnight outside parking. They will clean passenger vehicles and <br />small trucks and no commercial vehicles. She noted that the applicant has <br />shown 13 parking spaces available on the site for this space, which staff <br />feels is adequate. She stated that there will be no changes to the exterior <br />of the building, and this site does not abut any residential properties, so no <br />any additional screening is recommended. In the approval <br />recommendation, staff has added a condition to complete an inspection <br />with both the Fire Marshal and Building Official to ensure compliance. <br />She also noted that the applicant will need to submit their plans to the <br />Metropolitan Council for a SAC (Sewer Availability Charge) <br />determination since a car wash was not what the building was originally <br />anticipated for when it was developed. <br />Torkelson asked if there would be any water runoff and where the water <br />would be draining to. The Associate Planner stated that there are already <br />floor drains in the space and there will not be an exterior drain. <br />Greg Deyo, owner of Attention to Detail, stated this will be his first <br />location and noted that there will be little water used. McGraw clarified <br />that only the exterior and interior cleanings would be done, and they <br />would not be doing engine steam cleaning. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />2 <br />
