MINUTES <br />CITY COUNCIL <br />JUNE 28, 2017 <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-6-105 - APPROVING A CONDITIONAL USE <br />PERMIT TO ALLOW A CAR WASH/AUTO DETAILING BUSINESS <br />TO LOCATEAT 2604 RICE STREET, SUBJECT TO INSPECTIONS <br />BY THE FIRE MARSHAL AND BUILDING OFFICIAL, AND A SAC <br />REVIEW BY THE MET COUNCIL <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />DISCUSSION Keis stated that this topic was added to tonight's agenda. He explained <br />ABOUT <br />that there was a shooting near the Hoggsbreath early Saturday morning. <br />SHOOTING <br />He stated that the City is very concerned about public safety, and is <br />INCIDENT ON <br />working with the Ramsey County Sheriff's Department. He explained <br />JUNE 24, 2017 AT <br />that there were police officers nearby when this happened and the suspect <br />DEMONT <br />was quickly apprehended. <br />AVENUE & RICE <br />STREET <br />The City Attorney stated that the City has the authority to issue, suspend, <br />or revoke liquor licenses, or impose a fine for liquor license holders. He <br />reviewed the City Code language for conduct of liquor license holders and <br />when the City can impose a punishment. He explained that the City Code <br />states that the disruptive activities must occur on property that the license <br />holder controls. The license holder has the right to an independent hearing <br />prior to the City imposing anything. He stated that the owner of the <br />Hoggsbreath has been working with the City on ways to help prevent <br />further incidents. He also noted the Council can review our current codes <br />to determine if any changes are warranted to ensure greater control of this <br />type of situation. <br />Keis stated that he and the City Administrator met with Tom Duray, the <br />owner of the Hoggsbreath, and came up with some specific actions to help <br />prevent incidents. He explained that an off-duty officer would be hired to <br />be on site on Friday and Saturday nights from 11:00pm to 3:00am, have a <br />security survey done of the premises, and change the music format from <br />only Top 40 to Country and Country Rock with only a little Top 40 mixed <br />in. <br />McGraw stated that he has heard conflicting reports in the media about <br />what exactly happened, and asked if the Sheriff's Department or Mr. <br />Duray could give more details so that everyone understood better what we <br />3 <br />
