MINUTES <br />PARKS & RECREATION COMMISSION <br />June 7, 2017 <br />pending any necessary legal changes. Ray seconded the motion. The <br />motion was unanimously approved. <br /> <br /> <br />Bob Kost introduced himself to the Commission sharing he is a landscape <br />architect and urban planner with SEH and he will be the lead Parks <br />Planner for this project. Anna Springer explained she is also a landscape <br />architect with SEH and she would be assisting Kost with graphic design <br />elements for the project. Kost stated he wanted to begin by getting to <br />know the Commission, and discussing public engagement opportunities <br />including Canadian Days. Kost noted the scope of work includes working <br />with the Community Services Manager, and the City Administrator. He <br />explained he would provide the Community Services Manager with <br />weekly emails as well as milestones to share with the Commission, <br />monthly invoicing, and updating the schedule. <br /> <br />Kost reported the project would begin with an existing conditions survey <br />of the parks and trails in Little Canada and SEH would also look at the <br />City’s previous plan, as well as speak with staff about equipment, soils, <br />and other potential duplication or past issues within the parks. He stated <br />within the plan this step would be shown through descriptions of each of <br />the parks and trails, and also include current programming, and the vision <br />statement. Kost explained they would also review any pertinent plans or <br />studies. He noted it would also be necessary to coordinate data regarding <br />future projections with the overall Comprehensive Plan. <br /> <br />Kost reported the community engagement process would begin with a <br />project website to build transparency. He noted the website could be <br />hosted through SEH and would have information on current proceedings. <br />Kost stated five Commission meetings were built into the process, and up <br />to two pop up meetings would also take place. He thought one pop up <br />meeting could be Canadian Days, and the other could be left up to further <br />discussion. Kost stated he would like to have a booth at Canadian Days as <br />well as a wagon to get more people involved. He explained poster boards <br />would be used to share the plans and people could use stickers and post it <br />notes to share their reactions and thoughts. Kost stated they would have <br />four focus group meetings with different community groups and leaders. <br />He suggested focusing on underrepresented populations including youth <br />and seniors. Kost mentioned also including groups that utilize the space <br />including sports organizations. He noted himself and Anna could also <br />provide ideas to post on Facebook. Kost explained the community <br />engagement components were geared toward the beginning of the process, <br />so that the plan was truly reflective of the community. He noted the <br />engagement process would mainly take place over the next 6 to 8 weeks. <br />Near the end of the process, Kost stated, an open house would be held.
