MINUTES <br />CITY COUNCIL, <br />MARCH 27, 2002 <br />in the City prior to that date. With regard to the ratio of 1 bench per 1,000 <br />people, Moss indicated that he has never seen any substantiated statistics on <br />this and felt it was a ratio usually quoted by one bench company to keep <br />another out. <br />Fahey noted the Planning Commission's discussion of the matter in December <br />focusing on whether or not the City should pay for bus benches or let the <br />benches be provided by private companies. Fahey noted that the Commission <br />did not seen troubled by the fact that these benches are actually temporary <br />signage in the public rights-of--way. Fahey stated that he did not see the City <br />allowing this temporary signage over the long-term, but rather for the short- <br />term until it could place City benches in locations where they are needed. <br />Fahey suggested that he may support adoption of this proposed bus bench <br />ordinance on a transitional basis with the City phasing its own benches in over <br />time. <br />Scalze suggested that there maybe members of the business community who <br />would be willing to sponsor a bus bench as well as the maintenance of the <br />bench. <br />Mrs. Scalze introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2002-3-68 -TABLING ACTION ON THE PROPOSED <br />ORDINANCE ALLOWING BUS BENCHES AS TEMPORARYSIGNAGE <br />WITHIN THE PUBLIC RIGHTS-OF-WAYAND REFERRING THE <br />ISSUE BACK TO THE PLANNING COMMISSION BASED ON THE <br />DISCUSSION THIS EVENING ABOUT THE POSSIBLE USE OF BUS <br />BENCHES TO PROMOTE COMMUNITYIDENTITY, AND <br />INSTRUCTING CITY STAFF TO DO THE FOLLOWING: <br />*TRACK THE NUMBER OF CALLS THE CITYRECEIVES FROM <br />PEOPLE REQUESTING THE REPLACEMENT OR PLACEMENT OFA <br />BUS BENCHINA PARTICULAR LOCATION; <br />*PUBLIC WORKS TO INFORMALLY OBSERVE AND TRACK THE <br />NUMBER OF PEOPLE UTILIZING B US BENCHES; <br />*PUBLIC WORKS TO PUT TOGETHER COST ESTIMATES RELATED <br />TO THE MAINTENANCE OF BUS BENCHES BY CITYSTAFF; <br />*AMEND THE PROPOSED ORDINANCE TO PROVIDE FOR A <br />FINANCIAL PENALTYFOR A BUS BENCH COMPANY THAT DOES <br />NOT PROPERLYMAINTAIN THEIR BENCHES; <br />11 <br />
