MINUTES <br />CITY COUNCIL <br />MARCH 27, 2002 <br />PUD CONCEPT It was noted that the Planning Commission tabled action on the Tacheny <br />REVIEW FOR request for a PUD concept review for the development of 8 townoffice <br />TOWNOFI'ICES - units on their property at 2990 Rice Street. <br />TACHENY <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2002-3-71-TABLING ACTION ON THE TACHENY <br />PUD CONCEPT REVIEW FOR TOWNOFFICE DEVELOPMENT <br />PENDING A RECOMMENDATION FROM THE PLANNING <br />COMMISSION <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Montour, Anderson, Scalze. <br />Nays (0). Resolution declared adopted. <br />Fahey expressed concern regarding the discussion at the Planning Commission <br />meeting relative to inereasiug the number of units acid varying from setback <br />requirements as part of the Tacheny concept review. Tlie City Planner pointed <br />out that this property is zoned PUD, Therefore, some flexibility is allowed with <br />regard to setbacks. However, the property owner's ability to increase number <br />of units will be governed by their ability to provide adequate parking on the <br />site. <br />The City Administrator noted that the Building Inspector has pointed out that <br />the buildings as proposed will have to be sprinklered. Therefore, the property <br />owner is taking another look at this concept proposal. <br />ZONING Mayor Fahey opened the public hearing to consider a Zoning Code <br />AMENDMENT amendment providing for the construction of storm shelter buildings in <br />ALLOWING manufactured home parks utilizing the Conditional Use Permit process. <br />STORM It was noted that currently the majority of manufactured home parks in <br />SHELTERS the City are non-conforming uses. Rather than rezone these parks, it <br />IN was staff's recommendation that the CUP process be utilized to allow <br />MANUFACTURE D the parks to construct storm shelters for their residents. The Planning <br />HOME PARKS Commission recommended approval of the Zoning Code Amendment as <br /> submitted. <br />Tom Ludden, North Star Estates, asked if the ordinance amendment would <br />apply to all manufactured home parks in the City regardless of zoning. <br />Ludden was informed that it would. <br />15 <br />
