MINUTES
CITY COUNCIL
MARCH 27, 2002
Mayo stated that Common Bond would love to have a pitched roof on the
entire building. Mayo indicated that Common Bond hoped to have Council
approval of the project this evening so that they can proceed with completing
drawings and obtaining bids.
Scalze stated that her vote would be for a pitched roof on the new building and
felt that there are creative things the architects could do to help blend the two
buildings together. Anderson stated that his concern would be that the existing
building would look unfinished if the new addition has a pitched roof while the
existing building had a flat roof.
Fahey suggested that some sorC of transitional element could be added to ease
the differences. He also pointed out that funding maybe identified so that a
pitched roof can be added to the existing building in the not too distant future.
There was no one present from the general public wishing to comment on this
matter.
Upon motion by LaValle, seconded by Fahey, the public hearing was closed.
Montour pointed out the Planning Commission discussion relative to the
sidewalk in front of Garden Terrace. The City Administrator suggested that
the sidewalk improvement be coordinated as part of the City's streetscape
project planned for next summer. Mayo suggested that Common Bond could
escrow the funds for later completion of the improvement as part of the City's
project.
Mr. Fahey introduced the following resolution and moved its adoption:
RESOLUTION NO. 2002-3-70 -APPROVING THE PLANNED UNIT
DEVELOPMENT PERMIT AS WELL AS ARCHITECTURAL REVIEW
FOR THE ADDITION OF 35 UNITS OF AFFORDABLE SENIOR
HOUSING TO THE GARDEN TERRACE APARTMENTS PROPOSED
BY COMMON BOND WITH THE STIPULATION THAT A PITCHED
ROOF IS REQUIRED ON THE NEW B UILDING WITH AN
APPROPRIATE TRANSITION FROM PITCHED ROOF TO FLAT ROOF
AS FEASIBLE, AND INSTRUCTING CITY STAFF TO RESEARCH
OTHER FUNDING SOURCES TO ASSIST COMMON BOND IN
ADDING A PITCHED ROOF TO THE EXISTING GARDEN TERRACE
BUILDING
The foregoing resolution was duly seconded by LaValle.
Ayes (5) Fahey, LaValle, Anderson, Scalze, Montour.
Nays (0).
