<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: August 4, 2017 <br /> <br />RE: Special Licensing Conditions for Hoggsbreath <br /> <br /> <br />Council members Montour and McGraw met with Tom Duray and me on Wednesday, August <br />2nd to review the licensing conditions we discussed at our July 26th workshop. The attached <br />listing uses the initial list discussed at the workshop and is then modified based on our <br />discussions with Mr. Duray and some additional comments received after that meeting. The <br />new additions/clarifications are shown in “red”. Strike throughs are used to denote the items <br />eliminated. <br /> <br />Mr. Duray has not reviewed all of these conditions and is being provided a copy of this <br />material via e-mail. I anticipate his presence at Wednesday’s meeting. <br /> <br />As was discussed at the workshop, this is an agreement being entered into on a voluntary basis <br />by Mr. Duray. Obviously, the Council can amend this listing as it sees fit at Wednesday’s <br />meeting subject to Mr. Duray’s approval. <br /> <br />It should be noted that Mr. Duray did provide other information at our meeting that includes a <br />dress code, security staffing assignments (not included in this material to control access to this <br />information), rules and regulations for security staff, background check information on <br />employees, and incident report forms. Staff is also doing an evaluation of building occupancy <br />loading but that information won’t be available until next week. Staff is also checking with <br />the Ramsey County Sheriff’s Department if they are able to share information that could be <br />used in screening patrons. (Apparently, Minneapolis PD is sharing information with clubs in <br />their city.) <br /> <br />The Council should put these conditions in final form. We will then prepare a clean copy for <br />execution.
