• Job descriptions shall be prepared for security personnel that clearly define <br />responsibilities and expectations for the position. Appropriate skills for security <br />personnel should include being a good listener, a focus on customer service, a firm but <br />fair approach in handling issues, an ability to be calm under stress, and the ability to <br />control their emotions in a potentially volatile situation. De-escalation skills are to be <br />valued. Copies of the job descriptions shall be provided to the City within 60 days. <br />• A background and criminal check must be completed on all people hired as security <br />personnel. People with violent criminal histories or with questionable work histories <br />from previous jobs of a similar nature are not to be employed. Those records will be <br />available for inspection by the City upon request. <br />• Security personnel will not be armed on the premises (inside or in the parking lot). <br />• # of security personnel <br />• Hoggsbreath shall prepare a written security plan that documents deployment of <br />personnel and how emergency situations are to be handled during the entertainment event <br />and after its conclusion. Specific emergency situations to be addressed are fires, robbery, <br />shootings, or any other emergency that would require evacuation of the building. Said <br />plan is to be provided to all employees and a plan to train staff on its use must also be <br />developed and followed. A copy will be provided to the City by September 15, 2017 <br />and the City shall also be notified of any changes to said plan. Hoggsbreath agrees <br />to modify said plan at the request of the City and/or the Ramsey County Sheriff’s <br />Department based upon RSCD’s recommendations. <br />• Security personnel are to wear clothing that clearly identifies them as Security Personnel. <br />Said clothing shall be consistent among all security personnel and be brightly colored to <br />make it easier for patrons and law enforcement to identify them. When in the parking <br />lot, security personnel shall also wear reflective vests, shirts, or coats that allow them to <br />be clearly identified. <br />• Hoggsbreath will establish a dress code and publicize same at the entryway of the <br />premises. A copy of the dress code will be presented to the City and reviewed by the <br />RCSD. Hoggsbreath shall modify the dress code as requested by RCSD. <br />• Security personnel are to screen people before entering the club to ensure no weapons or <br />controlled substances enter the establishment. Screening is to include visual inspection, <br />pat downs, examination of bags/purses, ID checks, and wanding for metal detection. <br />When a patron leaves the club and then wants to re-enter, they shall be rescreened. <br />Screening shall include the use of metal detection wands and be done in a reasonable <br />manner to ensure the safety of patrons. <br />• Security personnel are to immediately intervene when a patron(s) is observed using a <br />controlled substance. Patrons illegally using controlled substances shall be promptly <br />removed from the premises by security. <br />• Security personnel are expected to immediately report to the Ramsey County Sheriff <br />Office anticipated traffic safety issues, disorderly conduct, or criminal behavior that <br />might affect the safety of employees, patrons, and the surrounding community. <br />• Outside security personnel will monitor any unusual or suspicious activity outside in the <br />parking lot. <br />• At closing, outside security personnel will control and direct patrons leaving the premises <br />to ensure safe, orderly departure. The lot shall be cleared of all patrons by no later than <br />2:4530 a.m. (or other time depending on entertainment end time).
