<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Planning Commission Members <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: August 7, 2017 <br /> <br />RE: 3100 Country Drive – PUD Amendment <br /> <br />Jim Schwalbach, Property Owner of 3100 Country Drive, has applied for a Comprehensive Sign Plan <br />and a Planned Unit Development (PUD) Amendment that would allow for outdoor storage for <br />businesses that do not occupy space within the building at 3100 Country Drive. This property is zoned <br />Planned Unit Development, PUD District D. The existing PUD Permit allows for accessory outdoor <br />storage to tenants of the building as prescribed in Section 914 – I-1, Light Industrial. The building is <br />currently occupied by Hardware Hank and MGT Insulation. <br /> <br />Background <br />Mr. Schwalbach purchased this property in 2015 from the City of Little Canada. This location was <br />previously the City’s Public Works Garage. In 2015, Mr. Schwalbach applied for an Interim Use <br />Permit to allow for non-occupant of the building outdoor storage for a lawn care company, but the <br />request was amended at the City Council meeting on October 14th. Mr. Schwalbach indicated that the <br />building would be multi-tenant and the outdoor storage area would be used solely by tenants with <br />leasing building space. <br /> <br />In June, the owner of MGT Insulation contacted the City to verify the process for obtaining a sign <br />permit for a wall sign at this location. City staff began discussions with the Property Owner about the <br />need to complete the Comprehensive Sign Plan as required by code under the PUD zoning since it was <br />a multi-tenant property. At this time, it was verified that a portion of the outdoor storage area was <br />being used by a non-occupant of the building who is a Little Canada homeowner with a home based <br />business. Rental outdoor storage is not allowed under the current PUD Permit. Therefore, the <br />applicant has applied for the Comprehensive Sign Plan and a PUD Amendment to allow rental outdoor <br />storage. <br /> <br />Comprehensive Sign Plan <br />Under Section 903.110 for Signage, the PUD District is required to obtain a Comprehensive Sign Plan <br />that reflects all signage proposed for the property (i.e. wall and freestanding signage). The signage <br />area allowed is based on the standards under 903.110.E.5. This provision states that the total sign area <br />shall be calculated as 15% of the gross silhouette area of the front of the building. The building at <br />3100 Country Drive is 120 feet wide by 14 feet high. This would allow the property 252 square feet of <br />signage (e.g. 120x14 is 1,680 square feet/15% = 252). <br /> <br />The applicant has requested in their narrative to be allowed wall signage not to exceed 150 square feet <br />and one monument sign not to exceed 100 square feet. However, the applicant only shows one wall <br />sign proposed at this time on the west elevation of the building up to 40 square feet. No other detailed
