information as to placement, materials, or size was submitted for the remaining wall sign area. The <br />proposed wall sign is non-illuminated, but no other details have been provided on the sign materials. <br />The City’s Architectural Guidelines discourage the use of backlit cabinet signs and when they are <br />proposed the recommendation has been to require the reverse coloring (i.e. dark background with light <br />lettering). Although the guidelines do not apply to the Industrial areas, it has been the City’s practice <br />to apply and request this standard from properties along Country Drive. The sketch submitted by the <br />applicant for the proposed wall sign is a white background with dark lettering. However, if the sign is <br />to be non-illuminated or illuminated with overhead lighting then the proposed sign would comply. The <br />internally illuminated cabinets are the exception of when staff would request the reverse coloring. It <br />should also be noted that this is not a corner property and therefore the property is only allowed wall <br />signage on one elevation. Based on the site plan submitted, city staff would require any future tenant <br />signage to be displayed on the west elevation only. <br />With regards to the monument sign, there were no details submitted on this design or materials to be <br />used. The applicant is proposing the location of the monument on the property to the south of the <br />building. Setback information was not submitted, but the minimum requirement is five (5) feet from <br />the property line. The sign area proposed is up to 100 square feet. Under provision 903.110, this <br />building at 8,712 square feet would be allowed a freestanding sign up to a maximum 145 square feet of <br />sign area and up to 20 feet tall. Our architectural guidelines encourage freestanding sign materials to <br />be compatible with the building and preferably in a horizontal orientation. Vertical freestanding signs <br />are to be considered where it is shown the sign coordinates with the overall architectural theme. Staff <br />understands from discussions with the applicant that they intend on installing a vertical freestanding <br />type sign. The PUD District allows the flexibility to decide between the two standards. However, the <br />intent of the PUD District is to in instances where possible raise the standards and gain a higher <br />product design. In this scenario, staff believes a vertical sign would be acceptable given the metal <br />building materials and industrial type uses that surround the property. However, it would be our <br />recommendation that the applicant be required to install a sign base with an integral planting area or <br />some type of brick casing around the sign post to achieve a higher quality look. <br />Based on staff’s review, it would our recommendation that the Comprehensive Sign Plan for <br />3100 Country Drive be approved subject to – <br />Wall signage being approved for the west elevation of the building only. <br />Building tenants are allowed only one wall sign, plus any future designation for one sign <br />on the freestanding monument. <br />The total tenant wall signage shall not exceed 150 square feet. <br />The monument sign area shall not exceed 100 square feet. <br />Signage must comply with the sign regulations as outline in Section 903.110 and <br />compatible with the City’s Architectural Guidelines. <br />PUD Amendment <br />The second part of the applicants request is to be allowed to rent the outdoor storage area to non- <br />tenants of the building and to Little Canada businesses in any zoning district (i.e. residential or <br />commercial). The current PUD Permit is specific that the outdoor storage area to be used solely by <br />tenants of the building. This property is zoned PUD District D which is allowed uses as outlined in the <br />I-1 District. The I-1 Zoning District which is applicable to this property, does have a provision for an <br />Interim Use Permit to allow rental outdoor storage to non-tenants of the building (see attached). Mr. <br />Schwalbach does not have an Interim Use Permit for this property since the original approval was for <br />outdoor storage solely for tenants of the building.
