STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Heidi Heller, City Clerk

DATE: August 18, 2017

RE: New Liquor Licenses for TNT Billiard Products & Pool Hall

This liquor license is contingent on the Council approving the planning request in Item 1 for a
PUD Amendment to allow liquor sales at 80 Little Canada Road East.

Nathan Badger, an owner of TNT Billiard Products and Pool Hall, has applied for a 3.2 On-Sale
Liquor License and a Sunday Liquor Sales License in order to sell beer in their new pool hall at
80 Little Canada Road East. A 3.2 license is their only option for a liquor license at this time
since Chapter 703.110 of the City Code restricts the number of intoxicating on-sale licenses in
the City, and all of these licenses are currently issued. They would prefer to sell regular and craft
beers, but are pursuing the 3.2 liquor license that is available now.

The applicant has submitted all of the required materials, and a satisfactory background check by
the Ramsey County Sheriff’s Department was completed. Staff recommends approval of a 3.2
On-Sale Liquor License and a Sunday Liquor Sales License for TNT Billiard Products and
Pool Hall at 80 Little Canada Road East, subject to the approval of their PUD amendment
request.
