Ivlnvu~rrs
CITY COUNCIL
AP121L 10, 2002
need to be reconstructed. The County's improvement would pick up at the point that
the State's left off and will continue south. While the width of 52 feet will exist near
the intersection, the County will explore the option of continuing the 52 foot width
south or tapering the width back by eliminating the width associated with a center
turn lane. Soler pointed out that the State is planning fora 48 foot width on County
Road D approximately 500 feet on either side of its intersection with Edgerton Street.
Uibbens reported that MN DOT will need some construction easements for this
project for regarding, and some permanent easements may be needed for the storm
sewer.
Soler indicated that the pavement width of Edgerton Street is approximately 32 feet
now. To visualize the impact of the project on adjacent properties, Soler noted that
the road measures approximately ] 6 feet from the center of the pavement currently
and will measure 26 feet from the center of the pavement upon completion.
Scalze asked when property owners in the area will be able to look at the project
plans. The City Administrator indicated that MN DOT is planning on holding a
neighborhood meeting at the beginning of June.
Scalze asked about noise walls. Pafl<o reported that a noise analysis will be part of
the environmental assessment for this project. Pafl<o reported that MN DOT is
anticipating that they will be building noise walls as part of the project, but cannot
provide location details until the environmental analysis is completed.
Scalze indicated that property owners in the area are already suffering from freeway
noise. Expanding 694 from six lanes to twelve will increase the pt'oblem.
Pafl<o reported that MN DOT's focus at the neighborhood meeting will be the project
in general and the specif cs of the Edgerton Street bridge component. They will not
have had the benefits of the environmental assessment to get into specifics such as
noise wall locations.
Fahey noted the impact the Edgerton Street bridge project will have on adjacent
prope»ies, specifically the property at the southeast corner of Edgerton Street and
County Road D. Gibbons reported that at this time MN DOT does not anticipate that
it will have to pw'chase any properties.
Scalze asked if there was funding in place for the project. Pafko replied that there is
funding for the Edgerton Street bridge project. However, funding for the Unweave
the Weave project is still dependent on several factors such as competing projects as
well as Federal and State funding.
The City Administrator pointed out the City's goal for completion of its trail system,
which includes completing and linking trails under the power lines and crossing
4
