MINUTES <br />CITY COUNCIL <br />APRIL 10, 2002 <br />Edgerton Street. One means to cross Edgerton Street would be a tunnel under the <br />street. This option is being discussed as part of the Edgerton Street bridge project, <br />and MN DOT is exploring the feasibility of a tunnel and their ability to drain it. <br />Gibbens reported that MN DOT is looking at the grade and elevation information to <br />determine if it is possible to drain a tunnel under Edgerton Sheet. <br />Fahey suggested that if a tunnel is not an option, pedestrian and bike traffic on the <br />trails will have to cross Edgerton Street at either the intersection of County Road D or <br />LaBore Road. The City Administrator pointed out that a crossing at County Road D <br />may make sense given that Vadnais Heights may pursue a path along County Road <br />D. <br />Scalze again noted the need to involve property owners in this project noting that <br />many are not aware of the project and the impact that it will have on them. Scalze <br />noted that doubling the lanes for 694 will have a profound impact on Little Canada <br />property owners. <br />The City Administrator noted that the purpose of tonight's workshop meeting is to <br />provide the Council with information on the project and to raise any concerns that the <br />Council might have. "fhe next step would be for MN DOT to conduct neighborhood <br />meetings. <br />Durand expressed concern with involving the public at Che point that project plans are <br />completed. Soler noted that there is a fine line in that some planning has to be done <br />in order to provide the public with information. however, the public has to be <br />involved before final plans are completed. He noted that it has only been over the <br />past 4 to 6 weeks that the Edgerton Street bridge project has begun to take shape. <br />Goess suggested that MN DOT will invite the property owners in the area to an <br />informational meeting. He also suggested that MN DOT contact that local <br />newspapers to get information to the public through the press. Goess also indicated <br />that MN DOT has a Web site for the project It was suggested that the City include a <br />link in its Web site to this MN DOT site. <br />Fahey noted that the City Council feels very strongly on the need for noise barriers as <br />part of this project. He noted the impact that the freeway system has had on Little <br />Canada. <br />Scalze suggested that MN DOT look at the acquisition of the property at the <br />southeast corner of Edgerton Street and Little Canada Road. The property is very <br />low and raising road elevations along that property will severely impact the use of the <br />property. <br />5 <br />
