MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 30, 2017 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 30th day of <br />August, 2017 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 7:45 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />City Clerk <br />Hoggsbreath Owner <br />Hoggsbreath Owner <br />Attorney for Tom Duray <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Mike McGraw <br />Mr. Christian Torkelson <br />Mr. Rick Montour <br />Mr. Joel Hanson <br />Ms. Heidi Heller <br />Mr. Tom Duray <br />Ms. Jocelyn Duray <br />Mr. Dennis Johnson <br />HOGGSBREATH Keis stated that the Council has reviewed the license restrictions document <br />LIQUOR and tonight will just review the proposed amendments. <br />LICENSE <br />CONDITIONS Mr. Johnson stated that he represents many bars and restaurants in <br />Minneapolis and it is becoming common for restrictions to be put on <br />liquor licenses. He explained that one of his proposed changes is to add <br />the tenn "reasonable" modifications. He is agreeable to the requirement <br />of getting surveillance video to police within 8 hours. He stated that the <br />dress code wording is fine but should reference the Minnesota Statute that <br />regulates which gangs or clubs you cannot prohibit. Fischer asked how <br />the security staff will know who they can and cannot let in. Mr. Johnson <br />stated some of it will be a judgement call, but they can possibly get naives <br />of specific people to prohibit through their identification software, and <br />sheriff's department can give them some other identifier details to help the <br />staff make determinations. <br />Mr. Johnson questioned the 250 occupancy since it is a big difference <br />from the building's designated capacity of 450.
