MINUTES <br />PLANNING COMMISSION <br />AUGUST 10, 2017 <br />The Associate Planner stated that Staff is recommending approval of the <br />comprehensive sign plan subject to the five conditions stated in the <br />Planners report, and denial of the PUD Amendment for the non -tenant <br />outdoor storage. Buesing stated the Commission should address the <br />requests separately. <br />Jim Schwalbach, owner of 3100 Country Drive and Hardware Hank, stated <br />that only one of the building tenants wants to have a sign right now, but <br />there could be more in the future. <br />There were no comments from the public. <br />Kwapick recommended approving the Comprehensive Sign Plan for 3100 <br />Country Drive, subject to the conditions in the Planners report. <br />Motion seconded by Sandell. <br />Motion carried 4 — 0. <br />Sandell asked if this was the same request that came in 2015. The <br />Associate Planner stated that the previous request which Mr. Jim <br />Schwalbach said would no longer be the case was for non -occupants of the <br />building and now the request is to allow non -tenants of the building also <br />from any zoning district. Mr. Jim Schwalbach stated that he is trying to <br />help local people who have needs for some commercial outdoor storage. <br />He stated that his current tenant and Hardware Hank do not need much <br />outdoor storage now. Mr. Nick Schwalbach stated that they want to keep <br />the city looking nice, and noted that any Little Canada business whose <br />property is not zoned I-1 or I -P would have to find space outside of the city <br />if they need off-site outside storage. <br />Buesing asked if the problems would be solved if the property was zoned I- <br />1. The Associate Planner stated that they would still need an Interim Use <br />Permit to have non -building occupant outside storage, and would only be <br />allowed to lease outdoor space to Little Canada businesses that are zoned I- <br />1 or I -P. <br />Buesing asked if this could be tabled in order to give the applicants more <br />time to work something out with Staff that may be more amenable. The <br />City Planner stated that the Planning Commission could table the request, <br />but the Commission should give direction or parameters on what they want <br />Staff to do. He noted that if the Commission feels like this is something to <br />consider, the way to do it is to change the Code rather than just being site <br />specific. He explained that the intent by the Council was to have some <br />flexibility in the I-1 or I -P districts when some businesses need more <br />outdoor storage than others and they can share space. <br />-5- <br />
