She noted that the <br />applicant only shows one wall sign proposed at this time on the west <br />elevation of the building up to 40 square feet, and no other information was <br />submitted for the remaining wall sign area. She stated that based on the <br />site plan submitted, Staff would require any future tenant signage to be <br />displayed on the west elevation only. The Associate Planner stated that <br />there were no details submitted for the monument sign design or materials, <br />but the applicant is proposing to place this sign on the property to the south <br />of the building. Staff recommended that the freestanding signage installed <br />be required to have either a sign base with an integral planting area or some <br />type of brick casing around the sign post to achieve a higher quality look. <br />The Associate Planner stated that the second part of the applicant's request <br />is to be allowed to rent the outdoor storage area to non -tenants of the <br />building and to Little Canada businesses in any zoning district. She noted <br />that the current PUD permit is specific that the outdoor storage area is to be <br />used solely by tenants of the building. She explained that this property is <br />zoned PUD District D which is allowed uses as outlined in the I-1 District. <br />The I-1, Light Industrial Zoning District does have a provision for an <br />Interim Use Permit to allow rental outdoor storage to non -tenants of the <br />building, but it is limited to properties that are zoned I-1, and the materials <br />stored must be from a business located within an 1-1 or I -P zoning district. <br />She noted that Mr. Schwalbach does not have an Interim Use Permit. The <br />Associate Planner explained that this provision to allow rental outdoor <br />storage is not provided for in any PUD or other commercial zoning <br />districts. She stated that with this property being zoned PUD District D, <br />which is specific to this Parcel ID number, the standards approved would <br />be applicable to this parcel only, and would not change the standards for <br />the I-1 District or any other commercial zoning districts. She explained <br />that Staff has a concern about allowing the outdoor storage on this property <br />considering the Council has denied similar requests from other businesses. <br />She noted it would be Staff s recommendation that if consideration is given <br />to modifying the Interim Use Permit provisions, then those provisions <br />should be considered for both the PUD District D and for the 1- 1, Light <br />Industrial District. This should not be reviewed as one property, but rather <br />what standards would be considered acceptable for the I-1 District given <br />this parcel's uses are reflective of that district. <br />The Associate Planner stated that the site plan submitted by the applicant <br />shows the outdoor storage being used entirely as non -tenant rental outdoor <br />storage area. She reported that based on discussions with the applicant, she <br />believes they want the flexibility to divvy up the outdoor storage area to <br />occupants and non -occupants of the building on an as -needed basis rather <br />than having dedicating specific square footage areas on a site plan. <br />
