MINUTES
PARKS & RECREATION COMMISSION
August 2, 2017
stated although this was a heavy-handed solution, if the trail needed to be
completed, eminent domain is a possibility. He noted this was not
necessary at this point. Horwath questioned if the trail connection would
be best completed all at one time. The City Administrator stated a plan
would need to be put in place to judge when it should be done. He noted
there were many options, and it may be a good time to talk to the County
about how the trail could cross Edgerton, because maintenance on
Edgerton was beginning to be discussed for the future. The City
Administrator noted one possibility may be a tunnel underneath Edgerton.
He explained he had mentioned to the County that the City would be
interested in looking at options for the trail connection at Edgerton if it
could correspond with future planned maintenance. Horwath said he
would like to hear the County’s position on the trail. The City
Administrator explained he would continue to talk to the County in
regards to this opportunity.

The City Administrator stated he would try to arrange to have the
preliminary survey results in time for the September workshop. The
Community Services Manager stated he would talk to SEH. Councilman
Fischer asked if the money set aside for the Pioneer Park Play area
improvements budgeted for this year would be rolled over to next year.
The City Administrator stated staff would roll it over, but Council would
have final say. Horwath suggested talking with the LCRA to look at
additional sources of funding for the wow park at Pioneer Park. The City
Administrator noted during Hotdog with a Deputy that many residents he
spoke with questioned making the park a destination, and worried about
neighborhood impact. Councilman Fischer encouraged the Commission to
think big when considering opportunities and talking with the public. He
noted the financing and plans could be discussed once an idea was in
place.

Chair Miller asked the City Administrator what small projects should be
considered first. The City Administrator reminded the Commission the
Spooner Park entrance signs were scheduled in 2019, and the Pioneer Park
flagpole and lighting were not yet in the 5 year plan.

The Community Services Manager reported the Ice Cream Social would
go on as scheduled rain or shine on August 3. He noted in case of rain the
backup location would be in the Little Canada Elementary School gym.

The Community Services Manager reported the next Market Place
Morning Talk topic is Techniques for Reducing Stress on August 9, 2017
at 9:30am.

OTHER
BUSINESS
