MINUTES <br />CITY COUNCIL <br />SEPTEMBER 13, 2017 <br />There was Council consensus to decertify TIF District 3-2 and use the <br />$150,000 towards lowering the levy for 2018. <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOLUTION NO. 2017-9-153 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS, <br />*CALL FOR A WORKSHOP ON WEDNESDAY, OCTOBER 25, 2017 <br />AT 6: 00PM FOR A JOINT MEETING WITH THE PLANNING <br />COMMISSION TO DISCUSS THE 2018 COMPREHENSIVE PLAN <br />UPDATE & PROPOSED CODE AMENDMENTS FOR OUTSIDE <br />STORAGE IN COMMERCIAL DISTRICTS, <br />*APPROVEA SEPARATION & RELEASE AGREEMENT; <br />*APPROVE PARTIAL PAYMENT #13 TO HARDRIVES, INC. FOR <br />2015 STREET IMPROVEMENT PROJECTS, <br />*APPROVE PARTIAL PAYMENT #4 TO T.A. SCHIFSKY & SONS <br />FOR 2017 STREET IMPROVEMENT PROJECTS. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />DISCUSSION <br />The City Clerk explained that at the August 23, 17 City Council meeting, <br />ABOUT <br />the Council approved a 3.2 liquor license for TNT Billiards & Pool Hall, <br />ADDITIONAL <br />but the owners requested the Council consider amending the City Code in <br />LIQUOR <br />some way to allow them to be able to sell hard beer. She stated that the <br />LICENSES <br />Council indicated they were willing to consider ways to accommodate <br />TNT Billiards. She explained that staff contacted the State of Minnesota <br />Alcohol Enforcement Department about options for cities to issue <br />intoxicating liquor licenses with limitations. She reported that the State <br />dictates what type of liquor licenses can be issued, but stated that there <br />have been cities that have put conditions on specific businesses liquor <br />license such as hours or what can be sold. The City Clerk explained four <br />options for the Council to consider if they choose to amend the City Code <br />in order for TNT Billiards to be able to sell regular beer. <br />Discussion ensued about the four City Code amendment options and how <br />to proceed. Tom Kjos, owner of TNT Billiards, stated that they only want <br />to sell beer, and are fine with having restrictions, and noted that they are a <br />pool hall that sells beer, not a bar with pool tables. <br />
