MINUTES <br />CITY COUNCIL <br />APRIL 24, 2002 <br />Fifield indicated that it appears that the loop road over the interchange will not be <br />fnancially feasible. He also indicated that there may be the potential to utilize TIF to <br />assist in the redevelopment of substandard buildings within the project area. <br />However, it is may not be possible to utilize TIP to assist with the redevelopment of <br />the Hardy's and Taco John's sites in LitCle Canada as it may be difficult to show <br />these buildings as substandard. Fifield indicated that the focus at this point is the cost <br />of the overall project versus the cost allocated to each individual city. <br />Tolaas indicated that the County is looking to the cities' to assist in the cost of right- <br />of-way acquisition given that as partners in this project, there will be increased <br />redevelopment potential in each of the cities. <br />Fifield indicated that this project was a wonderful opportunity for all the affected <br />parties to get together to maximize their investments There will be a lot of Metro <br />Transit, State, and County dollars in this project, and participation from each of the <br />cities will be needed as well, <br />Anderson asked about a redesign of the storm water system. LaValle stated that he <br />was not interested in seeing a large storm water pond located in Little Canada in <br />order to drain the redeveloped County property in Shoreview. whey questioned why <br />Little Canada would provide ponding for this project given that Little Canada has the <br />least to gain. Fahey stated that he was not excited about Little Canada being the <br />dumping place for everyone else's water. <br />Fifield pointed out that the project will result in some redevelopment opportunities in <br />Little Canada that may reimburse the City for its costs in participating in the project. <br />Fifield noted that the redevelopment of the County's property will change the look of <br />the area, and Little Canada will be a beneficiary of that. <br />Fahey questioned the redevelopment opportunities Little Canada will gain from the <br />relocation of Country Drive, Fahey felt that run-ofI'generated in Shoreview and <br />Vadnais Heights should be, at a minimum, treated in those cities before it is dumped <br />into Little Canada. Fahey suggested that the County's site was large enough to <br />accommodate ponding. <br />Fifield pointed out that the redevelopment of the County's site will create <br />opportunities for Little Canada. <br />Scalze asked where the County's property currently drains. Tolaas believed it <br />drained into Wabasso and Owasso Lakes. <br />The City Administrator asked if a ponding site had been identified in Little Canada. <br />Fifield replied that no site had been designated. Montour pointed out that Blacktern <br />Pond is full and could not take this additional run-ofI'. <br />2 <br />
