TO: Mayor Keis and Members of the City Council

FROM: Bill Dircks, Public Works Director

DATE: September 27, 2017

RE: Gilbertson Field Improvement

Gilbertson Field at Spooner Park is in need of improvements. The Little Canada Recreation
Association has indicated it will fund the entire project and staff has worked with the Association to
come up with a plan for the field. The main components of the improvement are the area around the
backstop and benches, the fencing around the entire park, and the infield itself. Quotes have been
received for the various parts of the project and it is ready to commence. Below are the prices for the
different components.
Fence:
Staff received two quotes to replace all of the fencing around the field, including the backstop.
Modern Fence submitted the low quote at $25,875 for black vinyl-coated fencing. That quote provides
for a hood on the backstop, which is similar to the current backstop at the field. Another option is to
remove the hood and have a taller, straight up-and-down backstop, which would cost $1600 less. The
LCRA has indicated that they would like to see the hood on the backstop. Staff is also considering
installing a product called Fenceguard underneath the fence in the outfield and along Eli Road at a cost
of around $2500. This product makes maintenance of the grass around the fence easier as it eliminates
the need to trim along the entire stretch of fence, which is very time-consuming. The Fenceguard
product allows a mower to keep the area by the fence looking nice. An information sheet has been
attached. Staff will be contacting cities that are using Fenceguard to see how well it is working.
Concrete:
The scope of the concrete work includes the entire area from the player bench areas to behind the
backstop and underneath the new bleachers, which will be installed as part of the project. See the
attached exhibit showing the concrete limits. A request for quotes was sent to the contractors who had
previously bid on the original concrete work. Matt Villella submitted a quote in the amount of
$14,950. Wolkerstorfer Contracting submitted a quote of $16,500. Four other companies were asked
for quotes but none of them submitted. Villella has been the low quote on another project so staff feels
the quote is fair.

8
