MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2017 <br />PRESENTATION — Ramsey County Sheriff Jack Serier stated that he is here for his annual <br />RAMSEY COUNTY update with the contract cities. He introduced Steve Frazer, who is <br />SHERIFF, JACK currently the Regional Special Services Division Undersheriff, but he will <br />SERIER be the new Chief Deputy starting on November 1. <br />Sheriff Serier stated that he feels it is important to reach out to the <br />community, which has a very diverse population, created a community <br />circle for race and gender equity for hiring and promoting in the sheriff s <br />department. He reported that over 50% of the academy classes this year <br />for both deputies and correctional officers have been women or people of <br />color. He stated that when he became sheriff, he committed to following <br />through with a staffing study, and has received authority to hire for the <br />detention center to be fully staffed, which it will be by December 2017. <br />Sheriff Serier stated the Sheriff s Department will be taking over the <br />policing services for Falcon Heights in 2018 and will be hiring six new <br />deputies for that addition. He reported that the Hot Dog with a Deputy <br />events this summer were a huge success again. He noted that last year, <br />they averaged giving out 400 hot dogs per event. This year, the average <br />was 800 hot dogs per event. He explained that the funding of youth <br />initiatives financed by the Ramsey County Sheriff s Foundation. He <br />stated that they support all school patrol program in suburban Ramsey <br />County. He also added that money is raised through the Ramsey County <br />Fright Farm at the Ramsey County fairgrounds. <br />Keis stated that he appreciated the event in Little Canada and all of the <br />equipment that the various departments brought for show. Montour asked <br />if there would be more stability in the crime prevention position. Sheriff <br />Serier stated it would be nice, but there have been a lot of promotions for <br />the people who have been in that position in the last few years. <br />PUBLIC <br />The Associate Planner stated that Lee Rossow is the owner of 3164 Ryan <br />HEARING— <br />Lane, and is asking that his Interim Use Permit for outdoor storage be <br />INTERIM USE <br />renewed to continue allowing Q3 Contracting to lease outdoor storage on <br />PERMIT <br />his property. She noted that the property is zoned 1-1, and also has a <br />RE ISSUANCE <br />conditional use permit that allows accessory outdoor storage for building <br />FOR OUTDOOR <br />tenants. She explained that a five year interim use permit was issued in <br />STORAGE AT <br />2010, and staff caught the oversight of not having this permit renewed <br />3164 RYAN LANE; <br />during the inspection and renewal of the outdoor storage license. The <br />APPLICANT: LEE <br />Associate Planner reviewed the conditions and recommended back -dating <br />ROSSOW <br />this interim use permit to August 25, 2015 since there has been no lapse in <br />use. <br />
