MINUTES <br />CITY COUNCIL <br />SEPTEMBER 27, 2017 <br />PUBLIC HEARING — <br />PUD AMENDMENT <br />FOR INCREASED <br />SIGNAGE & A <br />GAZEBO AT <br />CARDIGAN RIDGE <br />SENIOR LIVING, <br />3300 RICE STREET; <br />APPLICANT: <br />LITTLE CANADA <br />SENIOR <br />PROPERTIES, <br />LLC/HEARTH <br />Lee Rossow reported that he has been a property owner in the Little <br />Canada industrial park since 1994 and now owns five properties there. He <br />stated that this property is odd shaped with a small building so it is more <br />difficult to find a tenant who needs more outdoor storage than building. <br />He appreciates that he is allowed to use this outdoor space <br />There were no comments from the public. <br />Upon motion by McGraw, seconded by Montour, the public hearing was <br />closed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-9-163 —APPROVING THE REISSUANCE OFA <br />5 -YEAR INTERIM USE PERMIT FOR OUTDOOR STORAGE AT <br />3164 RYAN LANE, WITH THE CONDITIONS STATED IN THE <br />PLANNERS REPORT, AND WITHA STARTDATE OFAUGUST 25, <br />2015 <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />The Associate Planner explained that Hearth Development, owner and <br />developer of Cardigan Ridge at 3300 Rice Street, has applied for a <br />Planned Unit Development (PUD) amendment that would allow <br />permanent signage in excess of that allowed by Code, and the addition of <br />an accessory building gazebo to the property. She stated that this property <br />is zoned PUD, Planned Unit Development, with a guided use of R-3, high <br />density residential. She noted that the applicant submitted photos showing <br />the design for the gazebo, and it appears that the design and materials will <br />be complimentary with the exterior of the building. She stated that the site <br />plan did not show the setback of the accessory building from the pond, but <br />it appears to comply and staff is working with the applicant to ensure it <br />does. <br />DEVELOPEMENT The Associate Planner reported that Hearth Development will also be <br />replacing the woodchip path around the pond area with a hard surface to <br />better serve their residents who use wheelchairs and walkers. She noted <br />the applicant is working with Ramsey/Washington Metro Watershed <br />District on these items. <br />The Associate Planner reviewed the signage request, explaining that the <br />property is guided by the R-3, High Density Residential Zoning District, <br />C! <br />
