2 <br /> <br />4. Current PEG Grant Funding pursuant to 1994 MOU remains in place through December <br />31, 2017. Maintaining current funding through year-end will allow NSCC to budget for 2018 <br />using the new PEG funding that starts in 2018. <br /> <br />5. Starting January 1, 2018, Comcast will pay a 3% PEG Capital Fee. <br /> <br />• New NSAC PEG Sponsorship Agreement commences January 1, 2018. <br />o Allows PEG funding to continue to be used for capital and operational purposes. <br />o Agreed to simultaneously with Franchise. <br />• Comcast allowed to recover a claimed PEG funding underrecovery through a .5% PEG <br />Fee through December 31, 2019. <br />• No change in PEG Fee in 2017 - capped at $6.00. <br />• All subscribers should see their PEG Fee decrease starting in 2018, but the amount of <br />the new PEG fee will fluctuate per subscriber depending on the amount of the cable <br />television services purchased. <br /> <br />6. 6 SD PEG channels, plus 2 HD PEG channels. One additional HD PEG channel (3rd HD <br />Channel) 60 months after the effective date. Comcast may simulcast all PEG channels in HD. <br /> <br />• PEG Available to all subscribers regardless of tier of service. <br />• No provision for Universal Service (reception of PEG channels only at no charge). <br />• Electronic Programming Guide – per 2014 Settlement Agreement. <br />• Channel Placement – close proximity to Broadcast Channels – like 2014 Settlement <br />Agreement. <br />• Complimentary Service and Equipment to Public Buildings. <br />o Drop to additional public buildings 250 to 500 feet depending on whether it is <br />aerial or underground. (limited to 5 additional buildings) <br />o 7 boxes per City Hall and 3 boxes at other locations per Franchise and Side <br />Letter. <br />• New Remote Cablecasting Provisions. <br />o Comcast will provide equipment to allow for remote cablecasting using the <br />Comcast public internet. <br /> <br />7. Network Services to the Commission and Member Cities. <br /> <br />• Comcast will continue to provide PEG Video Origination Feeds from Member Cities <br />to the Commission. <br />o Through the old I-Net or alternative means – same functionality. <br />• Comcast will continue to allow PEG Video Sharing with neighboring jurisdictions. <br />o Through the old PRISMA network or alternative means – same functionality. <br />• Enterprise Services Option. <br />o For Member Cities and Commission using the old I-Net for phone and data
