The improvement <br />options vary from rehabilitation by mill and overlay to full street reconstruction. A list of <br />the streets that are initially being considered for improvement are provided below: <br /> <br /> Twin Lake Boulevard (Vadnais Blvd. to Vadnais Boulevard) <br /> Parkview Court (Little Canada Road to south end) <br /> Jackson/Old C/Lakeshore (Demont Ave. to Little Canada Road) <br /> Nadeau Road (Country Drive to Condit Street) <br /> Condit Street/Burke Lane (Nadeau Road to Nadeau Road) <br /> <br />As with all the street improvement projects for the last several years a public <br />informational meeting would be held with abutting property owners to discuss the <br />proposed improvements. We would like to request authorization to conduct these <br />informational meetings to gather input from these abutting property owners. The <br />information gathered would be included in the feasibility report for each street proposed <br />to move forward. Based on past history we do not anticipate that every street in the <br />above list will move forward into the project stage. Any improvement on Twin Lake <br />Boulevard will need to be coordinated with the City of Vadnais Heights as it is a border <br />road and costs would be shared approximately 50/50 with them. Other streets may not <br />move forward based on the input received at the informational meetings. Therefore, <br />staff may hold informational meetings for other streets as a replacement to those <br />removed from the list above. <br /> <br />As with all the previous street improvement projects, a portion of the project cost would <br />be assessed in accordance with the City’s assessment policy to the adjacent benefiting <br />properties. The City would be responsible for any difference between the total project <br />cost and the assessable value. The assessing of public improvements requires that the <br />Minnesota Statutes Chapter 429 process for local improvements be followed. A required <br />step in this process is the preparation of a feasibility study to ensure that the project is <br />necessary, cost effective, and feasible from an engineering standpoint. Therefore at this <br />time we are also requesting that the City Council authorize preparation of a feasibility <br />study for the 2018 Street Improvements Project. <br /> <br />If you have any questions please feel free to call me at 763-780-0450 Ext. 3.
