The City Administrator explained <br />the projects could be number 4 with three parts (a, b, c). Chair Miller <br />asked if lighting should be moved up on the list. Councilman Fischer <br />explained the parks and trails are open sunrise to sunset and if lighting is <br />added, the hours should also be discussed. <br /> <br />Councilman Fischer suggested the Commission consider a scoreboard at <br />Pioneer for the soccer fields for $10,000. The Community Services <br />Manager stated the Pioneer Park soccer field is built on clay. He explained <br />the City has to be careful with over usage especially during early spring <br />and late fall. The Community Services Manager explained soccer is <br />currently played on the field and lacrosse is being considered for a future <br />use. Councilman Fischer noted high school varsity teams play at the field <br />and a scoreboard would be well-utilized. He stated this would also be a <br />potential partnership or advertising potential. Ray suggested the LCRA <br />may be interested in funding the soccer field scoreboard. Horwath <br />suggested the scoreboard become number 5 on the list. <br /> <br />The City Administrator stated the water fountain at Spooner Park was <br />broken and was already a planned expense for next year so that could be <br />disregarded on the prioritization list. He explained screening for the <br />portable restrooms was an inexpensive item that should be considered. <br />The City Administrator stated the permanent dog park and community <br />garden should also be included on the list if they were something the <br />Commission wanted to pursue. He explained clearing the Northwest <br />corner of Pioneer Park, and adding an additional parking lot are also <br />things that should be included if the Commission wanted to pursue them. <br />Horwath suggested screening for the portable restrooms become number <br />6. The Community Services Manager explained Public Works had cleared <br />a small area of buckthorn and exposed some of the foundation of the <br />house in Spooner Park. He explained the small clearing looks much better, <br />but in order to clear the area the buckthorn would have to be removed by <br />the roots. Ray asked what the elevation was like in the wooded area. The <br />Community Services Manager stated there is a steep drop to the west. The <br />Commission decided clearing the invasive species and trees in danger of <br />falling from the northwest corner of Pioneer and the area north of the <br />tennis courts would be number 7, and once the area was cleared they <br />would be able to better identify the potential of the area. Darling suggested <br />using goats to eat the invasive species and clear the area like what has <br />been done in St. Paul on West 7th Street. Chair Miller noted all of these <br />items should somehow be related to the Master Plan. He suggested the list <br />be revised and continued at the next meeting. The City Administrator said <br />it would be nice to continue at the next meeting because these items are <br />projected over the next five years and help identify and put on paper items
