MINUTES <br />CITY COUNCIL <br />OCTOBER 25, 2017 <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOL UTION NO. 2017-10-195 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*APPROVE VETERANS MEMORIAL PROJECT EXPENSE <br />TRANSFER <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />ACCEPTING The Finance Director stated that she has been looking into companies who <br />CREDIT CARDS can provide credit card services for the city. She explained that Payment <br />Services Network, Inc. (PSN) can be integrated into the City's current <br />accounting software system and has some of the lowest fees. She noted <br />that there would also be a set-up fee and $1,800 annual subscription fee <br />from Accela in order to add the credit card accounting module to the <br />current software system. She reviewed the fees that are charged for each <br />transaction and for an e -check. She noted that the transaction fees would <br />be charged to the customer. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-10-196 APPROVE ACCEPTING CREDIT <br />CARDS AND USING PAYMENT SERVICE NETWORK, INC: (PSN) <br />AS THE AUTHORIZED PROCESSOR FOR CREDIT CARD <br />PAYEMTNS, AND APPROVING THE 3" PARTY INTERFACE <br />FEES FROMACCELA, AS RECOMMENDED BYSTAFF <br />The foregoing resolution was duly seconded by Montour. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />2018 BUDGET: The City Administrator stated that the memo mainly addresses the capital <br />CAPITAL improvement budgets. He noted that no Local Government Aid money <br />IMPROVEMENTS has been added to the budget beyond the current year due to the <br />& GENERAL uncertainty of these funds. He reviewed the various capital improvement <br />FUND UPDATE funds and what they are used for. He stated that the Parks & Recreation <br />Commission have been working on their priority list, and then staff and <br />the Council can work through the items.
