MINUTES
CITY COUNCIL
OCTOBER 25, 2017
The City Administrator stated that he asked for comments from the
Ramsey County Sheriff's traffic deputy who recommended the flashing
lights only at the mid -block crosswalk, but install them higher so they can
be seen over the cars parked along Little Canada Road.
Fischer clarified that we are currently meeting the crosswalk standards,
but are just trying to make it safer. His opinion is that the flashing signals
only need to be at the mid -block crosswalk. McGraw stated that he also
feels the mid -block crosswalk is the one he would choose. Torkelson feels
that both crosswalks should be marked with the flashing lights, but
understands that it is not cheap to buy another set of the lights.
Dan Ryan, 2570 McMenemy Street, stated that he walks the trail every
day, suggested putting crosswalk rules into the city newsletter, and not
letting people park along the street from the elevator place west which
would help seeing pedestrians.
Karen Ryan, 2570 McMenemy Street, stated that as a pedestrian at the
McMenemy crossing, standing on the north side of Little Canada Road,
she also has to listen for vehicles approaching because she cannot see
vehicles coming from the east until they are in front of the union building.
Linda Moy, 361 Rose Lane, agrees that you cannot see the cars coming
from the east. She noted that there is also a bus stop at Little Canada Road
and McMenemy Street.
Fischer agreed that reviewing the parking that is allowed along Little
Canada Road, particularly on the north side, would be a good idea. He
stated that during church mass, there are cars parked everywhere along
Little Canada Road.
Montour introduced the following resolution and moved its adoption:
RESOLUTION 2017-10-197 APPROVE:
- TAKING THE FLASING SIGNAL OFF MCMENEMYAND
INSTALLING IT AT THE LITTLE CANADA ROAD AND LC
ROADIMCMENEMYSTREET CROSSWALK WHILEALSO
INSTALLING THE OTHER FLASHING LIGHT AT THE MID -
BLOCK LOCATION ON LC ROAD AS ORINIALLY ENSURING THE
SIGNS ARE PLACED HIGH ENOUGH SO THEY CAN BE SEEN
ABOVE PARKED CARS,
- DIRECT CITY STAFF TO TALK TO ST.
