M1NUT~S <br />CITY COUNCi,L <br />MAY 7, 2002 <br />variables that affect the development potential such as wetlands and pipelines <br />and the required setbacks from each. The Administrator indicated that Mr. <br />Palmen has a prospective developer for the property along with a signed <br />purchase agreement. That developer is planning to come forward very soon <br />with a development proposal The Administrator indicated that his <br />recommendation would be to review the development proposal and based on <br />the determination of the development potential of the site, establish a property <br />value. <br />Glen Hageman asked that the Council consider the proposal that the <br />^eighborhood has brought forth for park/open space, and determine a value of <br />the property. Hageman felt that a determination of the property value should <br />not be delayed until a residential development is proposed for the site. <br />Hageman felt that the property was not able to be developed without variances. <br />Fahey indicated that it appeared a portion of the property was able to be <br />developed without the need for variances. <br />1-[ageman felt that an appraiser would be able to determine what portion of the <br />proper Yy could be developed without variances and determine a value based on <br />that analysis. Hageman stated that he did not feel the City should wait until a <br />development proposal is submitted. <br />Fahey pointed out that the property is zoned R-I and there is a portion of the <br />site that has development potential. If that area is developed, the City would <br />be obtain the remainder of the site for park/open space purposes. Fahey <br />indicated that he was not yet convinced that the City should acquire the entire <br />site, when it may be able to get a good portion of it at no cost. <br />Hageman stated Chat based on the neighborhood's analysis it would appear a <br />good number of variances will be necessary to develop the property. Hageman <br />stated that the neighborhood would like to move ahead without waiting For a <br />development proposal and felt that an appraiser would be able to determine a <br />value for this property. <br />Fahey indicated that he would not support the granting of variances for any <br />development proposal made for this site. Fahey felt it may be possible to <br />develop 10 to 12 lots on the site without the need for variances. Fahey <br />indicated that once the City has a development proposal for consideration, that <br />proposal would be given to an appraiser to determine a property value. Fahey <br />stated that he is sw'e the neighborhood would prefer no development on the <br />site, and the property owner will want to maximize the development of the site <br />with a long cul-de-sac or at a minimum a 500-foot cul-de-sac. Fahey noted <br />that residential development will add tax value to the City, and questioned if <br />that development meets all Code requirements, why would the City pay to <br />
