<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: November 3, 2017 <br /> <br />RE: Renovations at 2955/57 Arcade <br /> <br />Roger Berres, owner of the above referenced property, had the duplex status of this property <br />lapse a few years ago that was documented in a letter sent in 2014. In 2015, we entered in to <br />an agreement with him to govern the rehab of the property that would enable us to re-authorize <br />the duplex status. However, Mr. Berres did not follow-through with that agreement due to <br />concerns over the work scope. This past summer, we authorized him to re-roof the structure to <br />protect its integrity. He has now approached us regarding his ability to complete renovations <br />to the structure. His desired improvements include the following: <br />• Sheetrock <br />• Subflooring <br />• Kitchen cabinets/countertops <br />• Carpeting <br />• Millwork/Trim <br />• New Overhead Garage Doors <br />• New Exterior Doors, including the Patio <br />• Miscellaneous Plumbing Improvements <br />• Miscellaneous Electrical Improvements <br />• Sheetrock <br /> <br />In reviewing this work with the Building Official, we agreed that a building permit is needed <br />for the garage doors, exterior doors, and sheetrock. The Building Official also noted that <br />improvements to the decks are needed. An electrical permit and mechanical permit are also <br />needed. <br /> <br />Mr. Berres plans do to some of the work himself, as is allowed under the building code. By <br />not allowing him to complete this work, the structure will not be restored to proper conditions. <br />As was discussed in the past, this structure does not readily lend itself to a single-family <br />conversion given is layout. Therefore, it would seem the only viable choice is to allow Mr. <br />Berres to complete his desired work subject to obtaining the required permits and ensuring <br />compliance with the applicable building codes. Once the work is completed to the satisfaction <br />of the Building Official, he would regain his duplex status. He would then be required to <br />obtain a rental license before he could lease out the other ½ of the structure. <br /> <br /> Staff is not suggesting an agreement to document this situation to avoid making us a party to <br />any contractual arrangements.
