At the assessment hearing <br />the property owner inquired if they had paid an assessment on Jackson Street and <br />asked that it be verified that a full assessment was warranted for the Rose Place/Lake <br />Shore improvements or if a 20% assessment should be applied. <br /> <br />We have reviewed the assessment information for the last project that was completed on <br />Jackson Street, which occurred in 1993. There was no assessment listed for the <br />address 2622 Jackson Street, however there was a full assessment levied against the <br />property under the address 2620 Jackson Street. The property functions as a duplex <br />and while the County currently lists 2622 as the primary tax address the other address <br />for this parcel is 2620. The parcel was assessed 100% of its frontage along Jackson <br />Street as part of that previous project, but it was not identified due to the different <br />addresses. <br /> <br />Based on the fact that the property received a full assessment for their Jackson Street <br />frontage, the assessment on the Rose Place frontage should be reduced to 20% of a <br />unit. We would recommend City Council authorize modifying the assessment for 2622 <br />Jackson Street from a full unit amount of $6,258.90 to a 20% assessment of $1,251.78. <br />This would be the only revision to the previously approved assessment roll. <br /> <br />If you have any questions please call me at (763) 780-0450 extension 3.
