MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2017 <br />*APPROVAL OF THE VOUCHERS <br />*APPROVE AN OFF-SITE GAMBLING LICENSE FOR THE <br />LITTLE CANADA RECREA TIONASSOCIA TION FOR THE <br />FEBRUARY 3, 2018 ICE FISHING CONTEST <br />*APPROVE CERTIFICATION OF UNPAID UTILITIES AND <br />DEVELOPER COSTS <br />*APPROVE RECERTIFICATION OFA DEFERRED LSCA HIA <br />ASSESSMENT FOR UNIT 246 <br />*CALL FOR A HEARING ON WEDNESDAY, JANUARY 10, 2018 AT <br />7: 30PM TO CONSIDER MUNICIPAL CONSENT FOR THE RICE <br />STREET BRIDGE & I-694 RECONSTRUCTIONPROJECT <br />*APPROVE ANASSESSMENT REAPPORTIONMENT FOR 2413 <br />DIANNA LANE <br />*ADOPT ORDINANCE 821, AMENDING THE FEE SCHEDULE <br />FOR SHIRTS, SCAN/EMAIL PAGES & RENTAL HOUSING <br />LICENSES <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />LAPSE OF The City Administrator stated that this development PUD was approved <br />APPROVAL FOR on November 30, 2016 and the code requires that action be commenced <br />WINTER within one year. He noted that he is still waiting for needed information in <br />ESTATES PUD; order to finalize the development agreement. He reported that it has been <br />2736 & 2744 RICE difficult to get a construction contract, and when finally receiving it, there <br />STREET: were key construction components missing. He noted that the City <br />APPLICANT: Engineer also reviewed the contract and noted that some items listed did <br />CASH FOR not meet city standards. <br />HOUSES, LLC, <br />TODD FRANZEN Todd Franzen, Cash for Homes, explained that they had a funding partner <br />in the beginning, but they have had to drop that person and have since <br />found a new partner in the last few weeks. He noted that they have some <br />issues because the old partner's name is still on some of the documents so <br />they need to be redone. Fischer stated that he is willing to give a date <br />when Mr. Franzen can have all of the documents submitted to the City <br />Administrator. The City Administrator stated that there is demolition <br />involved and Ramsey County is particular about the requirements. Mr. <br />Franzen stated that the hazardous materials evaluation on the buildings has <br />been done. The City Administrator requested that those documents be <br />sent to hien now since they will be needed for the demolition pen -nit. <br />McGraw stated that the City Administrator should give Mr. Franzen a list <br />of what must be submitted to the City, and decide on a timeline.
