MINUTES <br />CITY COUNCIL <br />NOVEMBER 20, 2017 <br />McGraw stated that he is torn between the great opportunity the City has <br />and the impacts that the school district's levy will have on the tax payers. <br />Keis stated that he agrees with McGraw, and the additional increase could <br />be 1 % instead. Torkelson stated that he is concerned about continued <br />growth in city expenses over the next five years, and the City has <br />benefitted over the last couple of years with things like lower fuel prices. <br />He still supports keeping the additional 2% increase in order to not get <br />behind in the future and keep the long-term budget healthy. Montour <br />stated that he feels what he pays for the City's portion is a good deal, and <br />thinks that keeping the 6.95% levy is worth it. Fischer noted that 76% of <br />the voters chose to support the increase for the schools, and the City's <br />budget is separate. He stated that the Council needs to protect the City, <br />and this is the year to do the 6.95% increase. He supports keeping the <br />6.95% increase. Keis stated that the Council consensus is for the 2018 <br />levy increase to be 6.95%. <br />REVIEW OF <br />The City Administrator explained that this has been discussed previously <br />ARCHITECTURAL and a committee has been reviewing what to actually do for repairs. He <br />SERVICES <br />noted that the brick on the front of the building is continuing to deteriorate <br />PROPOSAL FOR <br />so something should be done soon. He is assuming that the costs will be <br />OLD FIRE HALL <br />at least $100,000, so it will need to put out to bid. He stated that he <br />IMPROVEMENTS <br />solicited quotes for the architectural services to help with the bidding <br />process, and received two. The City Administrator reported that the quote <br />from RVK Architects was for $3,600 and the quote from WAI Continuum <br />was for $9,050. He explained that the RVK quote referred to "design <br />build" for the mechanical and electrical work, but that will be minimal <br />components of the project and does not justify the difference in the two <br />proposals. He stated that Staff recommends awarding the bid to RVK <br />Architects, and noted that they have done good work for the city in the <br />past. He reported that RVK will also be providing a quote for construction <br />management services, and Staff will present a recommendation on that <br />option once the quote is received. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-11-218 APPROVE A WARDING THE <br />ARCHITECTURAL SERVICES FOR THE WORK AT THE OLD <br />FIRE HALL TO RVK ARCHITECTS FOR $3,600 <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (5). <br />Nays (0).
