MINUTES CITY COUNCIL NOVEMBER 20, 2017 McGraw stated that he is torn between the great opportunity the City has and the impacts that the school district's levy will have on the tax payers. Keis stated that he agrees with McGraw, and the additional increase could be 1 % instead. Torkelson stated that he is concerned about continued growth in city expenses over the next five years, and the City has benefitted over the last couple of years with things like lower fuel prices. He still supports keeping the additional 2% increase in order to not get behind in the future and keep the long-term budget healthy. Montour stated that he feels what he pays for the City's portion is a good deal, and thinks that keeping the 6.95% levy is worth it. Fischer noted that 76% of the voters chose to support the increase for the schools, and the City's budget is separate. He stated that the Council needs to protect the City, and this is the year to do the 6.95% increase. He supports keeping the 6.95% increase. Keis stated that the Council consensus is for the 2018 levy increase to be 6.95%. REVIEW OF The City Administrator explained that this has been discussed previously ARCHITECTURAL and a committee has been reviewing what to actually do for repairs. He SERVICES noted that the brick on the front of the building is continuing to deteriorate PROPOSAL FOR so something should be done soon. He is assuming that the costs will be OLD FIRE HALL at least $100,000, so it will need to put out to bid. He stated that he IMPROVEMENTS solicited quotes for the architectural services to help with the bidding process, and received two. The City Administrator reported that the quote from RVK Architects was for $3,600 and the quote from WAI Continuum was for $9,050. He explained that the RVK quote referred to "design build" for the mechanical and electrical work, but that will be minimal components of the project and does not justify the difference in the two proposals. He stated that Staff recommends awarding the bid to RVK Architects, and noted that they have done good work for the city in the past. He reported that RVK will also be providing a quote for construction management services, and Staff will present a recommendation on that option once the quote is received. Montour introduced the following resolution and moved its adoption: RESOLUTION 2017-11-218 APPROVE A WARDING THE ARCHITECTURAL SERVICES FOR THE WORK AT THE OLD FIRE HALL TO RVK ARCHITECTS FOR $3,600 The foregoing resolution was duly seconded by Fischer. Aye (5). Nays (0). Resolution declared adopted. C
