MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NOVEMBER 20, 2017 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 20th day of November, 2017 in <br />the Conference Room of the City Center located at 515 Little Canada Road in <br />said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />Assoc. Planner/Code Enf. <br />City Cleric <br />Mr. John Keis <br />Mr. Christian Torkelson <br />(arrived at 6:40pm) <br />Mr. Tom Fischer <br />Mr. Rick Montour <br />Mr. Mike McGraw <br />Mr. Joel Hanson <br />Ms. Jessica Jagoe <br />Ms. Heidi Heller <br />Mayor Keis stated that the purpose of this evening's workshop is to discuss a <br />redevelopment proposal by Suite Living. <br />DISCUSSION Attorney Bob Foster and Joel Larson, developer of Suite Living introduced <br />ABOUT A themselves, and explained that they are proposing a 32 unit senior building, with <br />REDEVELOPMENT 18 units of assisted living and t4 units of memory care, at 93 Little Canada <br />PROPOSAL BY Road West. Mr. Larson reported that their residents move here because they are <br />WIT , LIVING high acuity and need a lot of assistance, more than they can get at most other <br />assisted living facilities. He stated that they can also provide hospice care when <br />needed. He stated that they opened the same type of facility in Vadnais Heights <br />in August 2017, which will be full by Christmas, and another building in <br />Roseville is under construction. He stated that they have RN's and LPN's on <br />staff, and are close to the level care of a nursing home. <br />McGraw asked who inspects the facility. Mr. Larson stated that the State <br />licenses the facility and inspects a couple of times per year, along with also <br />giving the initial approval before the building opens. The City Administrator <br />asked if there was a congregate dining area or were meals served to rooms. Mr. <br />Larson explained that there is a commercial kitchen and dining rooms for the <br />assisted and memory care residents. He stated that the average rent is $6,100 <br />
