MINUTES <br />PARKS & RECREATION COMMISSION <br />November 2, 2017 <br />would close for the season. The Community Services Manager reported <br />the season was set to close at the end of October, and the fencing would <br />soon be taken down to complete maintenance before the rink was flooded. <br />Ray asked when the dog park would re-open. The Community Services <br />Manager stated it would depend on the weather, but most likely sometime <br />in April. <br /> <br /> <br />The City Administrator reported the budget had been programmed with <br />the prioritized projects discussed at the previous meeting. He explained <br />the fund showed a $500,000 deficit in 2021 and 2022, despite a large <br />influx of cash. The City Adminsitrator stated the deficit was, due in part, <br />to Local Government Aid which is only programmed for the upcoming <br />year. He stated, if the dollar amount for next year’s aid is programmed <br />into the next five years there is an additional $1.4 million. The City <br />Administrator stated project costs for Pioneer Park and Spooner Park had <br />also been increased to reflect $150,000 for each park. He noted $280,000 <br />was also programmed into the budget to reflect expected park maintenance <br />projects which would be needed for trail work and additional expenses <br />beyond basic maintenance. <br /> <br />The City Administrator summarized the prioritization list and stated the <br />programmed year for the 9 projects prioritized at the last meeting. The list <br />is as follows: <br /> <br />The City Administrator <br />1. Gervais Mill Park Garden - $51,750 - 2018 <br />2. Spooner Park Playground - $129,000 - 2018 <br />3. Pioneer Park playground - $150,000 - 2019 <br />4. Edgerton Street Tunnel - $200,000 (total project cost $400,000, <br />Ramsey County would pay half) - 2018 <br />5. Powerline Trail Payne Avenue to Edgerton Street $75,000 - 2019 <br />6. Powerline Trail Edgerton to Pioneer Park - $200,000 - 2020 <br />The City Administrator noted his concern for the trail impact to the truck <br />farming operation, and that the City needed to be respectful of that. He <br />explained the tunnel may need to be built in 2018 in coordination with the <br />resurfacing of Edgerton Street as the County wants a freeze-thaw on that <br />work before they repave. The City Administrator stated balancing out the <br />three phases over three years would help with budgeting. <br />7. Scoreboard for Pioneer Park Soccer Field - $10,000 - 2018 <br />8. Screening of portable restrooms at various parks - $5,000 - 2018 <br />9. Clearing of NW corner of Spooner Park and the area north of the <br />tennis/ pickleball courts - $20,000 – 2018 <br /> The City Administrator stated this cost is expected to be much less. <br />10.
