TO: Mayor Keis and Members of City Council
FROM: Heidi Heller, City Clerk
DATE: December 15, 2017
RE: 2018 Planning Commission Appointments
2018 Planning Commission Chair Appointment

STAFF REPORT

The terms of office for Bill Buesing, Chris Kwapick and Eric Thorson will expire on December 31,
2017. Nick Sandell has also notified staff of his upcoming resignation to occur in Spring 2018.
At this time, there are three 3-year terms and one partial term (through December 2019) to fill.

The City has received letters requesting reappointment from Chris Kwapick, Bill Buesing and Eric
Thorson. Letters of interest were also received from Nicole George, Isaac Mitchell, Angela
Malone and Glenn Levine.

The Planning Commission Interview Committee consisted of Council Members Montour and
Torkelson, Associate Planner Jagoe, Parks & Rec/Community Services Manager Shearen, City
Administrator Hanson and Planning Commission Chair Buesing. The consensus of the Interview
Committee is that Bill Buesing, Chris Kwapick and Eric Thorson should be reappointed to 3-year
terms. The interview committee has not yet made a decision on who should be the new appointee
to fill the partial term, but will have a recommendation for the Council at the meeting. This person
will be officially appointed once Mr. Sandell submits his resignation sometime in the first quarter
of 2018.

Please also note that the Planning Commission Ordinance calls for the Mayor to make a
recommendation for Planning Commission Chair. Mayor Keis will make that
recommendation at Wednesday’s meeting, with the Council making the actual appointment. The
Commission will select their own Vice Chair at their first meeting in January.
