Screening shall include the use <br />of metal detection wands and be done in a reasonable manner to ensure the safety of <br />patrons. <br /> Security personnel are to immediately intervene when a patron(s) is observed using a <br />controlled substance. Patrons illegally using controlled substances shall be promptly <br />removed from the premises by security. <br /> Security personnel are expected to immediately report to the Ramsey County Sheriff <br />Office anticipated traffic safety issues, disorderly conduct, or criminal behavior that <br />might affect the safety of employees, patrons, and the surrounding community. <br />Hoggsbreath must employ the use of ID swipe technology for all entertainment events <br />for a period one hour (typically 9:00 p.m.) before the commencement of the event <br />(typically 10:00) until closing. It should be noted that music starts to play at 9:00 p.m. <br />without active DJ participation. At 10:00, the DJ actively participates in on-going <br />announcements with the crowd. <br /> ID swipe technology will also be in use from 9:00 p.m. until closing every day <br />Hoggsbreath is open. Wanding of all patrons entering the establishment for metal <br />detection shall occur every day that Hoggsbreath is open. <br /> Patrons without a government issued ID shall not be allowed to enter the club. <br /> When the capacity of the establishment reaches 250 people, no additional patrons shall <br />enter the building unless an equivalent number leaves. This City agrees to review the <br />capacity limitation with Hoggsbreath prior to the July 1, 2018 license renewal. In the <br />event there are no major issues arising directly related the operation of the establishment, <br />the maximum capacity will increase to 300 (when the patio is not open for business) and <br />350 (when the patio is open for business). <br /> Outside security personnel will monitor any unusual or suspicious activity outside in the <br />parking lot. <br /> • From 10:00 p.m. through vacation of the parking lot after closing, at least two security <br />personnel shall be present at all times to actively patrol the lot to ensure no loitering is <br />occurring and to minimize the impact of patrons upon neighboring properties. <br />(NOTE: They have requested one security person in lot November through April.) <br /> Security will be monitor the rear wall near Demont Avenue to ensure noise is minimized <br />and refuse is not dumped in this area. <br /> At closing, outside security personnel will control and direct patrons leaving the premises <br />to ensure safe, orderly departure. No loitering in the parking lot shall be allowed and it is <br />to be cleared of all patrons by no later than 2:45 a.m. <br /> Hoggsbreath shall not sell or distribute alcohol by the bottle under any circumstances. <br /> Music shall be played at a reduced volume on the deck at 1:00 a.m. <br /> Hoggsbreath shall discontinue entertainment by no later than 1:30 a.m. and no music of <br />any kind shall be played. (NOTE: They have requested the time be changed to 1:45.) <br /> The volume of outdoor speakers shall be limited so as to not be audible at the east <br />property line. <br /> If noise from the deck area becomes a problem as determined by either party to this <br />agreement, Hoggsbreath shall install Plexiglas on the east wall screens of the smoking <br />area in the same manner as is currently done for cold weather months.
