The streets where <br />improvements are proposed are as follows: <br /> <br /> Jackson/Old C/Lake Shore – Demont Ave. to Little Canada Road <br /> Park View Court – Little Canada Road to the cul-de-sac <br /> Condit Street & Burke Lane – Nadeau Road to Nadeau Road <br /> <br />As directed by the City Council, informational meetings were held with each <br />neighborhood to obtain resident input and gauge project acceptance. Minutes from <br />those meetings are included in the report. In general those present at the meetings were <br />in favor of moving forward with the street improvements. <br /> <br />The feasibility report includes information on the existing conditions, proposed <br />improvements, estimated costs, and property assessments as outlined in the City’s <br />Assessment Manual. Staff is recommending an increase of 3% of the maximum <br />residential capped assessment rate to $73.44 per assessable front foot for 2018. The <br />final determination on the assessments will not be made until the assessment hearing, <br />but staff feels that the recommendations of the report provide for an equitable treatment <br />of all properties based on the information known to date. <br /> <br />The feasibility also outlines that there is only 30 feet of right-of-way on Condit Street <br />south of Nadeau Road. This is significantly narrower than the standard 50 feet of right- <br />of-way currently required to be dedicated for new roadways in the City, but this is an <br />existing condition. In review of the area it appears that additional right-of-way could be <br />acquired without creating non-conforming lots. However, we feel that the street could be <br />improved to the proposed width of 24 feet with the use of temporary construction <br />easements from adjacent property owners for construction disturbances outside the right <br />of way. At this time we are not proposing sidewalk along Condit Street and this corridor <br />has not been included in any future trail extension planning, therefore the largest <br />negative to the narrow right-of-way width is the limited area outside the paved street <br />surface for other uses, primarily private utilities.
