Streets with <br />a rating in the range of 91 to 100 would require no maintenance. <br /> <br /> <br />II. SCOPE <br /> <br />The purpose of this study is to determine the feasibility of improving the three areas <br />mentioned above, along with any utility improvements and/or repair that may be needed <br />prior to their proposed improvement. This report will include information on the existing <br />conditions, proposed improvements, and estimated costs and property assessments as <br />outlined in the City’s Assessment Manual. Estimated construction costs will be provided, <br />along with the total project costs that will include overhead costs, such as City <br />administration, engineering, fiscal, and legal costs. <br /> <br /> <br /> III. HISTORY <br /> <br />The streets proposed for improvement have received normal on-going maintenance from <br />the City’s Public Works Staff, but are at a point that they require more extensive <br />maintenance. Park View Court was originally constructed in 2001 as part of the <br />townhome development. Jackson/Old C/Lake Shore was last improved in 1993 by <br />reconstruction to an urban section with concrete curb and gutter. The last time <br />significant improvements were done on Burke Lane and the section of Condit Street <br />proposed as part of this project was in the late 1970’s. <br /> <br /> <br />IV. NECESSITY AND COST-EFFECTIVENESS <br /> <br />The two streets proposed for mill and overlay are within the range of 60 to 80, the rating <br />that justifies rehabilitation. The proposed improvements will protect the street base from <br />water infiltration and further deterioration minimizing future maintenance costs. The <br />streets proposed for reconstruction are below 60, the rating that justifies reconstruction. <br />The street improvements are necessary to provide the residents of these areas with a <br />safe and adequate public transportation system, and the magnitude of the proposed <br />project will ensure competitive bidding. From this standpoint, the project is cost- <br />effective. <br /> <br /> <br />V. EXISTING CONDITIONS <br /> <br />A. JACKSON/OLD C/LAKE SHORE <br /> <br />Jackson/Old C/Lakeshore runs north from Demont Avenue to the intersection of <br />Little Canada Road and County Road C and is approximately 3,100 feet long. <br />The street has an urban section with concrete curb and gutter, 12 foot thru lanes, <br />and 4 foot shoulders. This roadway has a stop condition at Demont Avenue, a <br />three way stop at the intersection with Lake Street and an all way stop at the <br />intersection with County Road C and Little Canada Road. The street suffers from <br />delamination of the chip seal and top surface of bituminous, alligator cracking, <br />and rutting in areas. Sanitary sewer and water service are provided to all <br />properties along the street. At the informational meeting there were concerns <br />expressed regarding the speed of travel and the frequency of vehicles ignoring <br />the stop condition at Lake Street.
