NEIGHBORHOOD MEETING MINUTES <br />BURKE LANE AND CONDIT STREET <br />WEDNESDAY, NOVEMBER 15, 2017 <br />6:40 P.M. <br /> <br />The City Engineer welcomed those present to the neighborhood meeting regarding the <br />proposed street rehabilitation project on Burke Lane and the portion of Condit Street <br />from Nadeau Road south to Burke Lane. See sign-in sheet for those in attendance. <br /> <br />The City Engineer introduced himself, Mr. Lee Elfering of Elfering & Associates, Mr. <br />Joel Hanson, City Adminsitrator, and Mr. Bill Dircks, Public Works Director. <br /> <br />The City Engineer explained the neighborhood meeting process whereby the City <br />provides residents of the proposed construction area with the basic information, obtains <br />their input on the nature of the project, and then decides how to proceed from there. <br /> <br />At this point, the City Engineer, Mr. Elfering, reviewed the Powerpoint presentation with <br />those who were present. He explained in detail existing conditions and the proposed <br />improvements. Mr. Elfering indicated that the proposed improvement as it stands now <br />would be to full reconstruction of both streets including the addition of concrete curb and <br />gutter and storm sewer. Gate valves and fire hydrant leads would be dug up and repaired <br />as necessary. <br /> <br />Mr. Elfering then explained the City’s Assessment Policy, a proposed construction <br />schedule, and potential construction issues that have occurred in the past. <br /> <br />At the conclusion of Mr. Elfering’s presentation, the residents were asked for comments <br />or questions regarding anything that had been presented. The following is a summary of <br />that discussion: <br /> <br /> A resident asked how trees in the boulevards would be affected. Mr. Elfering <br />stated that it would depend on the grades and other issues but he was hopeful the <br />bulk of the trees would remain. He always tries to save trees whenever possible. <br /> <br /> There was a question regarding the storm drains at the low point of Burke Lane <br />regarding the ice buildup in the winter and if that could be eliminated as part of <br />the project. Mr. Elfering replied that he would look at it and would probably be <br />adding an additional set of catch basins at Condit to pick up some of the excess <br />water before it got down to the low spot. He also said the road would be <br />crowned and that would further help the issue. <br /> <br /> A resident asked what would happen to the fire hydrant at the corner of Burke <br />and Condit if the road gets widened. Mr. Elfering said the road would be <br />widened to the east so the hydrant would not be affected. <br />
