 It was asked if a retaining wall would be required if Condit was widened. Mr. <br />Elfering said a wall would be required unless there was grading back into private <br />property. <br /> <br /> A resident stated that Condit is pretty flat now and wondered if a crown in the <br />road would help with drainage. Mr. Elfering stated that concrete curb and gutter <br />and a crown in the road would mean that there would be positive grade on the <br />road of at least 0.5% to help the water drain. <br /> <br /> A resident asked if the Condit property line was at the east edge of the road. Mr. <br />Elfering answered that it was at the west edge of the road edge but it would all be <br />verified as part of the road design. <br /> <br /> It was asked how the storm water was handled during the time when the second <br />lift of asphalt was not yet on the road. Mr. Elfering stated that there would be <br />some standing water on the road (1.5” or so) at the low point of the road, but the <br />rest would find its way to the catch basins. <br /> <br /> As a follow up a resident asked why the second lift could not be put on if <br />everything was compacted properly. Mr. Elfering replied that there is always a <br />chance that there could be some settlement in the street and waiting to place the <br />second lift of asphalt is cheap insurance in case that does happen. He further <br />stated that the plows stay away from the curb to protect the edges during the first <br />winter so the road is a bit narrower. He added that he would look at the soils and <br />see if they were conducive to good compaction and an earlier placement of the <br />second lift. <br /> <br />At this point the City Engineer asked for the general sentiment on moving forward with <br />the project. The general sentiment seemed to be for moving forward at this time. The <br />City Engineer said he would pass along the feeling of the neighborhood to the City <br />Council and a public hearing would be scheduled. The City Engineer thanked the <br />residents of Burke Lane and Condit Street for attending the meeting.
