MiNUTrs <br />CITY COUNCIL <br />MAY 22, 2002 <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2002-5-125 - ADOPTING A MORATORIUM <br />PROHIBITING THE .SALE OF FIREWORKS' IN T IIE CITY OF LITTLE <br />CANADA UNTIL %'HE APPROPRIATF. REGULATING ORDINANCE <br />ANU LICENSURE SYSTEM LS IN PLACE <br />The foregoing resolution was duly seconded by Montow. <br />Ayes (S) LaValle, Montour, Fahey, Anderson, Scalze. <br />Nays (0). Resolution declared adopted. <br />D.A.R.E. The City Administrator reviewed his report relative to the D.A.R.1i. <br />PI2OGI2AM Program and his recommendation that a workshop be scheduled to discuss the <br />future of this program. The City Administrator noted that currently the City's <br />cost for this program is $15,499 per year. When the program was initially <br />started, the cost was covered through a D.A.R.L. levy. However, school <br />districts have diverted these funds to pay for School Resource Officers, and the <br />funding of the D.A.R.E. program was shifted to cities. The Administrator <br />noted that the Roseville School District does not provide the D.AR.E. <br />program in its schools located in the City ofl2oseville. The Roseville School <br />District has other prevention programs included in their curriculum. D.A.R.E. <br />has continued at St. John's School and at Little Canada Elementary School <br />given that they are located in Little Canada and the program is funded by the <br />City. <br />1'he Administrator noted that the effectiveness of the program has been called <br />into question by many experts including D.A.R.E. America. The feeling is <br />that there is a need to bring the program into middle schools in addition to <br />elementary schools to reinforce the messages of the program. Without this <br />reinforcement, the program is felt to be lacking. <br />Scalze asked if the issue is one of saving money. The City Administrator <br />stated that the issue was not to save money, but rather one of evaluating the <br />effectiveness of a program. The Administrator pointed out that many times <br />programs are started and there are funding sources in place for these programs. <br />These programs then continue in place with no evaluation of the programs <br />electiveness. <br />Mr. Anderson introduced the following resolution and moved its adoption: <br />RESOI.
