MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2017 <br />CALL FOR 2018 The City Administrator explained that the City Engineer has prepared the <br />IMPROVEMENT feasibility reports for three project areas to be completed in 2018. He <br />HEARINGS reported that the areas are Jackson Street/Old County Road C/Lake Shore <br />Avenue from Demont Avenue to Little Canada Road; Park View Court <br />from Little Canada Road to the cul-de-sac; and Condit Street and Burke <br />Lane from Nadeau Road to Nadeau Road. He stated that the people in <br />attendance at the neighborhood meetings on November 15 were in support <br />of moving forward with all of the street improvement projects. The City <br />Administrator stated that the Council will need to approve ordering the <br />feasibility reports, accept the feasibility reports and call for the <br />improvement hearings. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-12-234 APPROVE ORDERING THE <br />FEASIBILITY REPORTS, ACCEPTING THE FEASIBILITY <br />REPORTS AND CALLING FOR IMPROVEMENT HEARINGS ON <br />MONDAY, JANUARY 22, 2018 STARTING AT 6: 00PH FOR THE <br />THREE 2018 STREET IMPROVEMENT PROJECTS <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (4). <br />Nays (0). Resolution declared adopted. <br />ORDINANCE 822, <br />The City Administrator reported that during the 2017 session, the <br />PERMITTING <br />Legislature amended the telecommunications right-of-way law that goes in <br />PROCESS FOR <br />to effect on January 1, 2018. He explained that this law was amended to <br />SMALL CELL <br />create a separate permitting process for placement of small cell wireless <br />WIRELESS <br />facilities within city -owned right-of-way. He stated that the City should <br />have an ordinance that is in effect by January 1 that puts a permitting <br />process in place. He explained that Attorney Mike Bradley is working on <br />a stand -along small cell ordinance but it was not done in time to meet the <br />January 1St deadline. The City Administrator stated that he did not want us <br />to be without regulations in place on January 1, and since the City's <br />current telecommunications ordinance does not cover this, he is <br />recommending that the Council adopt the ordinance drafted by the League <br />of Minnesota Cities at this time. <br />11 <br />
