MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2017 <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2017-12-235 ADOPT ORDINANCE 822, AN <br />ORDINANCE TO ENACT A NEW CHAPTER OF THE CODE OF <br />ORDINANCES TO ADMINISTER AND REGULATE THE PUBLIC <br />RIGHTS OF WAYIN THE PUBLIC INTEREST, AND TO PROVIDE <br />FOR THE ISSUANCEAND REGULATION OFRIGHT OF WAY <br />PERMITS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-12-236 APPROVE PUBLISHING A <br />SUMMARY OF ORDINANCE 822 IN OFFICIAL CITY NEWSPAPER <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />RESIDENT Mr. John Sculley, 3000 Labore Road, stated that the Council has been <br />COMMENT talking about doing several things in the City, and in general he is <br />supportive of paying taxes for maintenance. He stated that there is no <br />need for a dog park and the City does not need any more walking trails or <br />the tunnel under Edgerton. He asked about a roundabout on Rice Street <br />that he has heard about and questioned if it was a done deal. The City <br />Administrator stated there will be three roundabouts in the rebuilt Rice <br />Street bridge and interchanges at I-694. He explained that funding has <br />been obtained and there will be a public hearing on January 10, 2018 <br />where Ramsey County will be here to explain the project in more detail. <br />Mr. Sculley stated that seven months ago, he and his neighbors <br />complained again about the water problem in his backyard and wants to <br />know what is being done. The City Administrator stated that there needs <br />to be a different outlet for the water, and the City is looking into some <br />changes to stormwater flow in the area that may help Mr. Sculley's <br />property. Implementing these changes would likely occur when County <br />Road D is reconstructed by Ramsey County in the future and storm sewer <br />is added that makes use of the outlets we installed to the freeway drainage <br />system. Mr. Sculley stated that his family is having trouble selling their <br />property because the water was forced onto his property 35 years ago. <br />12 <br />
