MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2017 <br />The City Planner explained that the applicant has addressed the six <br />suggestions made in the staff report. He stated that they have added <br />windows and decorative lights on the east exterior wall, added colored <br />concrete to the outdoor seating area, along with the recommendation from <br />the Planning Commission to add some type of barrier around the outdoor <br />seating area. He stated that the exterior building materials would be the <br />discussion point. The City Planner reported that the Planning Commission <br />recommended approval of the architectural review, along with the six <br />conditions stated in the staff report and the barrier around the outdoor <br />seating. <br />Fischer asked how close the patrons would be sitting to Rice Street. The <br />City Planner explained that the drive aisle and a row of parking spaces are <br />between the outdoor seating and Rice Street. <br />Ryne Nichols, designer with Smart Associates, stated that the building <br />itself will be traditional construction with a metal veneer exterior. Mr. <br />Nichols stated that the metal exterior plays into the style of the southwest <br />restaurant. He explained that the exterior will be mainly a teal color with <br />accent colors. He stated that the signage will comply with the City Code <br />and Planner's recommendations. <br />Val Leon, property and restaurant owner, stated that they will be installing <br />a new fence along the north property line. The City Planner noted that the <br />Code requires screening between this commercial site and the residential <br />manufactured home park on the north side. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION 2017-12-222 -APPROVING THE ARCHITECTURAL <br />REVIEW FOR A NEW TAQUERIA RESTAURANT AT 3006 RICE <br />STREET AS PRESENTED BY THE CITYPLANNER, ALONG WITH <br />THE SIX RECOMMENDATIONS IN THE PLANNER'S REPORT <br />AND A BARRIER AROUND THE OUTDOOR SEATING <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (4). <br />Nays (0). Resolution declared adopted. <br />3 <br />
