MINUTES <br />CITY COUNCIL <br />DECEMBER 20, 2017 <br />REVISE The City Administrator stated that the Council adopted provisions for the <br />CONDITIONS Hoggsbreath as part of their liquor license, and there were still a few <br />AND REQUEST things to work out. He stated that the owners have requested to reduce the <br />FROM outside security personnel from two to one from November through <br />HOGGSBREATH March, along with requesting that music inside be allowed to continue 15 <br />OWNERS minutes longer, until 1:45am. <br />Tom Duray, owner of the Hoggsbreath, stated that he met with City Staff <br />recently to go over the final conditions of what would be happening during <br />the week. He explained that they will be doing the same things during the <br />week except security staff will be reduced since there is less business <br />during the weekdays. They are considering reducing the nights of having <br />a DJ since business has dropped off quite a bit. They have been operating <br />under the agreed conditions for about five months now and he feels they <br />are doing a good job. Mr. Duray noted that since they changed the music <br />format, they are doing about half the amount of business on the weekends <br />now. He reported that the amount of customers is lower so only the main <br />parking lot is being used, so one security guard plus the police officer can <br />manage the one lot. <br />Rich Clark, Ramsey County Sheriff's Department, stated that there have <br />been no significant calls for service at the Hoggsbreath in the last 30 days. <br />Mr. Duray stated that they have installed Plexiglas around the patio to help <br />reduce the noise for the adjacent neighborhood. He explained that they <br />initially thought they could keep customers longer after the music ended at <br />1:30am, but have found that they are leaving as soon as the music ends. <br />He stated that they are requesting to be allowed to keep the music on <br />inside for an additional 15 minutes, until 1:45am. He noted they would <br />still shut it off outside at 1:30am. He explained that since there are a lot <br />fewer customers, there have not been the same problems with the crowds <br />exiting all at once. <br />Fischer asked about the incident that occurred when the video was needed <br />by the Sheriff's Department but the video had been erased. He noted that <br />one of the conditions was that video be maintained for at least 10 days. <br />Mr. Duray stated that the request from the Sheriffs Department was four <br />or five days after the incident, but the hard drive fills up and does not <br />record as much as it should be. He explained that their video system is 15- <br />20 years old, so even though everything stills works fine, the recording <br />system technology is not as good as it is now. He stated that the new hard <br />drive is being installed tomorrow. <br />McGraw questioned why the recording did not occur, and why Mr. Duray <br />did not address the lack of ability to record for 10 days much sooner. <br />Fischer stated that he has no problem with playing music for 15 minutes <br />
