MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 20, 2017 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 20th day of December, 2017 <br />in the Council Chambers of the City Center located at 515 Little Canada Road in <br />said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL <br />ABSENT: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />City Clerk <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Mike McGraw <br />Mr. Christian Torkelson <br />Mr. Rick Montour <br />Mr. Joel Hanson <br />Ms. Heidi Heller <br />2017 CITY Mayor Keis stated that the purpose of this evening's workshop is to review City <br />ADMINISTRATOR Administrator Hanson's 2017 performance. He noted that Council member <br />PERFORMANCE Montour submitted his completed evaluation form to be included in the <br />EVALUATION discussion. The Council uses a standard performance appraisal form as a <br />guideline in rating the Administrator's annual performance. <br />Organizational Management: <br />Keis rated as meets + expectations. He noted that in 2017, Bryce was hired, <br />implemented the Public Works apprentice program, there was one personnel <br />issue but it was handled very well. Montour rated as meets expectations. His <br />comments were that Joel is a good leader in the development of staff and <br />referred to Bryce and Jessica. McGraw rated as exceeds expectations. He stated <br />that the office environment is friendly and professional and there are very few <br />complaints to the Council. He stated that Joel excels at finding qualified <br />candidates and his supervisory techniques have led the City to having a <br />motivated staff. Fischer rated as exceeds expectations. He noted that in 2017 <br />there was a rigorous hiring process with Bryce, as well as starting work on the <br />Parks Master Plan. <br />
