MINUTES <br />CITY COUNCIL WORKSHOP <br />DECEMBER 20, 2017 <br />Fiscal/Business Management: <br />McGraw rated as meets expectations. He stated that Joel meets the standards, <br />and accepted responsibility for the budget mistake which shows good character. <br />Fischer rated as meets. He stated that budget preparations are well done and <br />thought out, and financial performance of the City is excellent. Keis rated as <br />meets expectations. He stated that he feels this is one of Joel's strong points, <br />and he does a great job with coordinating contracts and financial agreements. <br />Montour rated as meets expectations. His comments were that it was a difficult <br />budget year, and to continue to challenge vendors such as the Sheriff s <br />Department so we make sure we are getting the best value. <br />Relationship with Mayor/Council: <br />Fischer rated as exceeds expectations. He stated that this is another strong point <br />of Joel. He stated that the Council packets are thorough and he appreciates the <br />weekly updates. He noted that Joel is not afraid to call the Council and always <br />addressed his questions (all of the staff do a good job with this). Keis rated as <br />exceeds expectations. He stated that Joel is always prepared at meetings with <br />recommendations, is very responsive at any time, and the Friday updates are <br />very helpful. He noted that he would appreciate if all staff came to the Council <br />occasionally to give updates. Montour rated as exceeds expectations. His <br />comments were that he appreciates the Friday updates, and Joel has developed a <br />strong relationship with the Commissions, and has supported the Parks <br />Commission during the staff transitioning. McGraw rated as exceeds <br />expectations. He stated that Joel does as good of a job as humanly possible. <br />Long Range Planning: <br />Keis rated as meets expectation. He stated that Joel does a solid job with where <br />we are going, but we rely more on what comes up than being able to do much <br />proactive planning. Montour rated as meets expectations. His comments were <br />that it is difficult to evaluate since the City does not do a lot of long range <br />planning as the City is more reactive, but Joel does a good job when it is done. <br />McGraw rated as meets expectations. He stated that he feels that it is impossible <br />for one person to do all of the items on this list, and feels that Mr. Hanson does a <br />fantastic job. Fischer rated as meets expectations. He stated that the <br />Comprehensive Plan is in place, the Parks Master Plan is in motion, and there <br />are several deals in the works for 2018. He noted that Cardigan Ridge was a <br />great project on a difficult site. He stated that formal monitoring and quality <br />assurance for programs is less evident. <br />Relationship with Public/Public Relations: <br />McGraw rated as exceeds expectations. He stated that Joel's work exceeds <br />expectations. He noted that the newsletter is always well done and Joel does a <br />great job building relations with the community as a whole, along with the <br />surrounding cities.
