MINUTES <br />CITY COUNCIL WORKSHOP <br />DECEMBER 20, 2017 <br />has a very strong reputation with the public. Keis rated as exceeds expectations. <br />He stated that he seldom hears of anyone complain about how they were treated <br />by Joel, and he does a great job dealing with people, and the newsletter is well <br />done. Montour rated as exceeds expectations. His comment was that Joel <br />excels in this area and will address residents on difficult issues. <br />Intergovernmental Relations: <br />Fischer rated as exceeds expectations. He stated that Joel has a long history of <br />engagement with the League of Minnesota Cites and leadership in the Trust <br />Board. He stated that Joel stays involved with the school district, and working <br />to find the best options on the Rice Street/I-694 Bridge project, along with the <br />Centerville Road project was given an award for the collaboration with Ramsey <br />County. Keis rated as meets expectations. He stated that Joel is always in the <br />know of what is going on beyond the city. Montour rated as exceeds <br />expectations. His comment was that Joel is highly regarded in this field and not <br />afraid to voice his opinion. McGraw rated as meets expectations. He stated that <br />Joel's efforts in working with other cities and agencies is solid. <br />Professional/Personal Development: <br />Keis rated as meets expectations. He stated that he does not know what class <br />Joel could even go to since he could teach most of them. He encouraged Joel to <br />do whatever professional development he feels would benefit him. Montour <br />rated as meets expectations. His comment was that Joel does a great job <br />motivating the staff and has assembled a great team. McGraw rated as exceeds <br />expectations. He stated that Joel exceeds at A and C, which is proven by the <br />staff that is in place, and he hopes that Joel is actively seeking professional <br />development like he does for his staff. Fischer rated as meets expectations. He <br />stated that several staff have been advancing into roles of greater responsibility. <br />He noted that Joel championed efforts to reformulate the City's Parks & <br />Recreation operations, and established new expectations of the Parks & Rec <br />Commission. <br />Overall rating: <br />Fischer rated as meets expectations. He stated that the City is in a good <br />financial position and the staff works well together. Keis rated as meets + <br />expectations. He stated that he feels that Little Canada would not be in the good <br />position we are without Joel and he would not want any other city administrator. <br />Montour rated as meets expectations. His comment was that Joel has completed <br />several action items in 2017 and has an open door policy for everyone. McGraw <br />rated as exceeds expectations. He stated that Joel's overall performance was <br />above average, and for improvements he suggested that the comments from all <br />of the Council members could be made into a list of items to work on. <br />Keis noted that Council Member Torkelson sent an email stating that he would <br />like to give Mr. Hanson an exceeds expectations performance evaluation. <br />
