MINUTES <br />PLANNING COMMISSION <br />DECEMBER 14, 2017 <br />that the proposed building is a different character than the buildings <br />envisioned by the guidelines, however there is flexibility in the <br />architectural guidelines text in that the document allows alternative <br />materials of similar quality and design if approved by the City. He noted <br />that the ribbed metal siding and glass fits the design of the type of <br />restaurant that is proposed. He noted that the east wall facing South <br />Owasso Boulevard was a flat building wall with no windows so. staff <br />suggested adding some architectural design to that wall. The signage <br />proposed appears to fit within the sign allowances of the sign ordinance, <br />but the architectural guidelines direct signs to avoid white -background <br />backlit signage, so the applicant should consider a darker backlit field with <br />lighter colored lettering. <br />The City Planner noted that the applicant has addressed these suggestions <br />and made changes to their plans by adding colored concrete where the <br />outdoor seating will be and added windows with decorative lamps along <br />the east wall. <br />Ryne Nichols, part of the design team with the consulting architects, <br />explained that this restaurant is a Taqueria which is a southwestern neo - <br />industrial look. The building will primarily be a teal color with vibrant <br />accent colors. He explained that the east facade will now have four evenly <br />spaced windows with lights over the windows, which will be frosted since <br />this part of the building is the kitchen area. He stated that their engineer <br />was able to fit two more parking stalls on to the site and the parking lot will <br />have curbing. He noted that the signage will be individual letters that will <br />be backlit and will be adjusted to comply with the zoning code. <br />Kwapick asked about thee large windows on the west side. Mr. Nichols <br />stated these are 10'x10' and are essentially garage doors that will fully <br />open to have indoor/outdoor dining. <br />Buesing suggested adding some sort of barrier or planters around the <br />outdoor seating to define and protect the area from the parking lot. Mr. <br />Nichols agreed and said they would look at ideas. <br />There were no comments from the public. <br />Schwalbach recommended approving the architectural review for a new <br />restaurant at 3006 Rice Street, including the six comments stated in the <br />Planners report. Buesing added recommending a barrier around the <br />outdoor seating area. <br />Motion seconded by Thorson. <br />Motion carried 7 — 0. <br />-3- <br />
